SPECIAL NOTES:

A Bachelor's degree from an accredited college or university and five (5) years of experience in networking and other telecommunication technologies or equivalent practical experience is preferred.

Requirements:

  • Five (5) or more years’ experience managing data center networks and its connections to Internet and intranet access.
  • Five (5) or more years’ experience managing a security perimeter which includes firewalls, application delivery controllers, and remote access.
  • Five (5) or more years’ experience managing a phone and contact center platform or service.
  • Three (3) or more years’ experience with fault and performance monitoring systems.
  • Three (3) or more years’ experience monitoring, tracking, and reporting performance measures such as tickets that have exceeded service level expectations.
  • Five (5) or more years’ experience managing technical teams’ responsible network, phone and contact center platforms.

This position may be required to occasionally perform duties other than those listed on the position description.

This position requires a security background check, including fingerprint as a condition of employment.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of network industry standards.
  • Knowledge of network wiring/cabling.
  • Knowledge of network devices such as routers, switches, wireless access points.
  • Knowledge of network system management monitoring tools.
  • Knowledge of security devices such as firewalls, intrusion prevention systems and security information & event management (SIEM) system.
  • Knowledge of VoIP telephony and voicemail technology.
  • Knowledge of contact center system technology.
  • Knowledge of computer operation procedures and systems, and/or telecommunications concepts and software.
  • Knowledge of Local Area Network (LAN), Metropolitan area Network (MAN), and Wide Area Network (WAN) management.
  • Knowledge of principles, practices, and techniques for problem solving and analysis.
  • Knowledge of an enterprise computing environment.

BRIEF DESCRIPTION OF DUTIES:

This position supervises employees to include communicating with, motivating, training, and evaluating employees.  Additionally, and as needed, this position is required to plan and direct employees’ work and must recommend actions such as to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees. 

  • Manages professional staff with responsibility for the analysis, design, development, implementation, operation and management of the WAN, LAN, phone system, call center and security services, its hardware, operating system software and all other system software.  Supervises and assist in the monitoring and tuning of all related systems and services to ensure that performance objectives are met.
  • Plan, schedule and assign work to system programming staff for the OIT network team.  Supervise and assist subordinates.  Advise and assist the applications programming staff and data base staff on technical matters.

As a Technical and Administrative Manager, this position will provide the following:

  • Direct and assist in the installation, testing, implementation and support of operating system, data communications, and other related software products for the OIT Network Team.  Ensure the accuracy and thoroughness of the testing and implementation of operating system and other software supported by the system programming staff.  Develop and maintain related standards and procedures.
  • Conducts research and development in network systems and related technologies.
  • Designs an enterprise environment with appropriate hardware, operating systems software, applications software, and communications components to support business requirements.
  • Evaluate and recommend software and hardware products that will support the Enterprise Infrastructure Systems (data network, voice, call center, network management system & security).
  • Ensures systems are properly documented, controlled for change and monitored for uptime and performance.
  • Consults with program management, enterprise management and other information technology administrators to determine business needs and to define enterprise network solutions to meet business requirements.
  • Provides long range planning of network/telecommunications systems for upper level management.
  • Determines budgetary requirements for network/ telecommunications systems.
  • Serves as contracts administrator for networks/ telecommunications involved projects.
  • Establishes methods and procedures for use of the network systems including hardware, software, and communications devices.
  • Coordinate and/or perform monitoring, sniffing, and related security activities.
  • Define and report on metrics and analytics that demonstrate progress against organizational goals.
