Description of Job:

The Network Systems Administrator reports to the Chief of the Bureau of Service Operations.  This position manages the Network Services team whose duties include but aren’t limited to the planning, design, monitoring, integration, administration, configuration, and management of the network infrastructure and its related systems. 


The Network Manager will lead a high performing team of network engineers, ensuring and supporting world-class performance, availability and uptime for our network infrastructure.  This includes the design/architecture, definition and enforcement of standards, security, sustainability/scalability and operations of our current and next generation networks.  The Network Manager makes decisions that are critical in the areas of throughput analysis, problem solving, and infrastructure planning, with the potential to affect the successful execution of business operations.  The Network Manager will provide strategic infrastructure vision and lead activities of the Department encompassing designing, testing, implementing, and troubleshooting data and voice circuits as well as data communications and networking hardware.  Managerial duties, such as recruiting/hiring, project/workload management, staff/team development, process definition, and performance management also apply.


This position requires exceptional leadership, technical and analysis skills.  The successful candidate must have the ability to communicate effectively, precisely and accurately across all levels of the organization.  The ideal candidate would be able to form, express, and defend reasoned opinions, with a spirit of collaboration and problem solving.


Preference will be given to applicants with the following experience:

  • Coordinating the analysis and implementation of network solutions while working with other technical sections and business area customers.   
  • Managing or leading a team of Network Engineers.
  • Planning (short and long term), researching, designing and implementing activities related to network infrastructure, security and other associated network hardware/software.
  • Creating or assisting with the creation of project initiation documents such as the “Business Case” or “Project Charter”
  • Creating and implementing information technology operational work plans.
  • Utilizing applications and tools to analyze network traffic and throughput.
  • Working with vendors and partners such as MyFloridaNet (MFN) and the Department of Management Services (DMS).
  • Supporting and maintaining network services such as Virtual Private Networks (VPN).
  • Designing, implementing and maintaining Firewall solutions.


Desired Knowledge, Skills, and Abilities:

  • In depth knowledge of TCP/IP;
  • In depth knowledge of Local and Wide Area Networking;
  • Ability to support large scale wide area networks (200+ sites);
  • Ability to support Frame Relay or MPLS networking on a large scale (200+ sites);
  • Ability to use network packet analysis;
  • Knowledge of communications, including LAN and WAN networks, firewalls, and related technologies;
  • Knowledge of encryption technologies and file transfer protocols;
  • Knowledge of basic management principles and practices;
  • Ability to organize data into logical format for presentation in reports, documents and other written materials;
  • Ability to plan, organize and coordinate work assignments;
  • Ability to communicate effectively;
  • Ability to establish and maintain effective working relationships with others;
  • Ability to work well with vendors;
  • Ability to teach others to conduct fact-finding research;
  • Ability to utilize and teach problem-solving techniques;
  • Knowledge of Information Security best practices.


Job-Related Requirements: 

  • The selected applicant must pass a Criminal Justice Information Services (CJIS) criminal history background check. 
  • Normal work hours are Monday through Friday, 8:00 a.m. – 5:00 p.m., although working after hours and on weekends may be required.


General Information:
