JOB DESCRIPTION:

This position is an administrator of voice and data communication systems for the Education Data Center (EDC) in the Department of Technology and Innovation (DTI). The person in this position is expected to perform highly responsible administrative work pertaining to these systems in accordance with industry standards, applicable standards and regulations, and the Department's requirements. This position requires excellent communication skills in dealing with the internal and external users, DOE managers, external organizations such as SUNCOM, and departmental vendors. Specific technical knowledge is expected prior to appointment and developed while in this position. This is a great opportunity for someone who is highly organized, detail-oriented, and can communicate effectively.

DUTIES & RESPONSIBILITIES:

Administration:

This position is technical administration of an enterprise voice communication network. While the enterprise voice network is provided as a hosted service, the incumbent remains responsible for coordinating with the provider, monitoring performance, and ensuring that DOE users can use this system to perform their duties. 

 

The incumbent supports voice system integration with internal call centers by coordinating with stakeholders to ensure effective operation of call center infrastructure. This includes working with call center leadership and staff, and maintaining system access and configuration records, such as call logs, conferencing group membership, VLANs, and Direct Inward Dialing (DID) numbers, for Telecom-managed systems.

 

The person in this position collects, analyzes, and submits baseline and ad hoc reports related to data and voice network performance, utilization, and trends in support of departmental planning and management decision‑making.

 

Reviews requests for data and voice service changes or upgrades and assists management in assessing business need and impact. Coordinates required service change documentation with the Department of Management Services, SUNCOM providers, and other contracted vendors. Provides administrative oversight and coordination of the Department’s enterprise wired and wireless data communications environment to ensure alignment with departmental standards, policies, and strategic objectives. Maintains current documentation for voice and data systems, including inventories, diagrams, and procedures, to support continuity of operations and audit requirements.

 

A key function of this position is coordinating Internet, WAN, and related network services provided by the Florida Department of Management Services (DMS), SUNCOM, and associated vendors, as well as other external organizations. Responsibilities include managing service connections, disconnections, and modifications; reviewing pricing and billing for accuracy and compliance; and coordinating related service activities as required. This role supports and oversees enterprise conferencing and collaboration platforms, including:

  • Microsoft Teams (voice, meetings, webinars, call queues, Direct Routing)
  • GoTo Meeting (voice, meetings, webinars, call queues)
  • Zoom (voice, meetings, webinars, call queues)
  • WebEx
  • Google Meets

The incumbent is also responsible for long-term planning and strategic oversight of data and voice communications in support of Department of Education (DOE) initiatives. This includes analyzing data from multiple technical and operational sources; developing recommendations; creating project plans, schedules, and cost estimates; and coordinating execution with internal stakeholders and external partners. Responsibilities may also include oversight of streaming audio and video services, enterprise collaboration tools, and related unified communications technologies.

MINIMUM QUALIFICATIONS:

  • Three years of professional experience working with voice communication systems.
  • Ability to communicate effectively, including verbal and written communication.

 

PREFERRED QUALIFICATIONS:

Preferences will be given to:

  • Applicants with experience working with Avaya telephone systems and major data networking systems, such as HP-Aruba. Experience working with the State of Florida telecommunication services providers, such as DMS SUNCOM, and Hayes / Harris is preferred

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
