JOB DESCRIPTION:
This is a highly responsible, professional position located in the Division of Technology and Innovation’s (DTI) Quality Assurance Unit. This position requires intermediate-level knowledge of legislative affairs, policy writing and administrative rules with the ability to work independently to conduct reviews, analyses and reporting. This position involves program oversight of legislative responsibilities for the division, administrative rule updates, and department data sharing agreements. Knowledge of federal laws and state statutes and regulations governing the administration of education programs and use of information technology along with the ability to interpret and apply those statutes and regulations to ensure compliance is desirable.
The Division of Technology and Innovation provides technological support for the Florida Department of Education. This includes K-12 education, the workforce development system (WDIS) and the Florida College System (FCS). DTI delivers data collection and data quality services, as well as manages the Education Data Warehouse (EDW) technology planning and management, educational technology and data center operations such as applications development and support and customer/end user support.
DUTIES & RESPONSIBILITIES:
This position will be expected to perform the following duties:
• Provides analytical work designed to add value and improve the organization’s operations by bringing a systematic approach to evaluate and improve the effectiveness of management and governance processes within Division of Technology and Innovation.
• Manages the analyzing and tracking of legislation to the extent of identifying agency requirements, technology and financial impacts for division wide decision making.
• Serves as agency legislative liaison; provides reports, summaries and analysis of day-to-day legislative actions.
• Develops action plans specific to legislative impacts.
• Coordinates, develops and prepares legislative budget request for submission to deputy commissioner.
• Researches legislative bills and identifies the impacts to technology.
• Develops and manages the legislative budget request submission schedule.
• Provides project planning and management around legislative initiatives, policies, procedures and audits.
• Analyzes and evaluates legislative requests for potential new or modified systems and develops cost analysis.
• Establishes and maintains a cooperative working relationship with all information technology staff and customers.
• Coordinates and facilitates meetings to the extent that it fosters organizational improvement.
• Provides direction and recommendations that will contribute to overall agency success.
• Provides executive management with current and detailed information critical to IT operations.
• Displays professionalism when interacting with staff and DTI customers at all times.
Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge, skills and abilities, including utilization of equipment, expected to master in order for the position to meet expectations for evaluations and completion of probationary year:
• Understanding of principles of governmental organizations, information technology, auditing, and accountability.
• Experience in writing, editing and proofreading documents and reports.
• Ability to organize data into logical format for presentation in reports, documents, and other written materials.
• Experience using word processing, presentation, and spreadsheet software, preferably Microsoft versions (WORD, POWERPOINT, and EXCEL).
• Skill in the functionality of database processes and data analysis.
• Ability to quickly assimilate new policies and procedures and educate others in the implementation of such.
• Skilled in identifying commonalities, efficiencies, deficits and gaps in processes, policies and procedures.
• Ability to communicate effectively both verbally and in writing.
• Knowledge of the methods of data collection and analysis is preferred.
• Knowledge of basic management principles and practices.
• Ability to utilize problem-solving techniques.
• Ability to establish and maintain effective working relationships with others.
• No travel is required.
MINIMUM QUALIFICATIONS:
At least 3 years of professional experience working with legislation, policies and procedures or administrative rules.
PREFERRED QUALIFICATIONS:
Preferences will be given to:
• Applicants who meet both professional and educational experience.
• Applicants who have a bachelor’s degree or higher from an accredited college or University.

A degree is not required, and can be accepted as an alternative to the number of years of direct experience, not to exceed the following below:

Six years of direct experience for a master’s degree.
Seven years of direct experience for a professional degree.
Nine years of direct experience for a doctoral degree.

LEAVE INFORMATION:
- Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
