Your Specific Responsibilities:
This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This is a highly responsible professional position in the HIV/AIDS Section, Prevention Program, coordinating corrections. initiatives, perinatal HIV prevention, and linkage/retention initiatives. This position ensures that HIV-diagnosed persons are linked to and remain in medical care.
Provides supervision to five highly responsible positions including: the Perinatal HIV Prevention Coordinator, who manages the statewide perinatal HIV prevention program; the Corrections Specialist who oversees the HIV prevention and linkage initiatives within jails and prisons, and three Linkage & Reengagement Specialists, who oversee linkage/retention activities related to high impact prevention and other duties related to increasing the number of HIV-diagnosed persons who receive care and treatment.
Examines and identifies opportunities to strengthen linkage to and retention in care for the HIV-infected population. Identifies barriers and social determinates for people living with HIV accessing medical care to develop formal and informal linkage to care policies. Provides technical assistance to county health departments (CHDs) and community-based organizations.
The incumbent is responsible for the competitive process, contract development, negotiations and monitoring of the Minority AIDS Initiative (MAI) Antiretroviral Treatment and Access to Services (ARTAS) contracted providers. This position also provides technical assistance and coordination for the individual ARTAS projects. Participates in evaluating the projects to determine if objectives are being met and makes recommendations to promote the success of the providers. Provides project outcomes to funders and provides on-going training for the ARTAS program to support linkage efforts around the state.
Participates in community/state meetings, conference calls and workgroups with DOH HIV/AIDS staff, field staff and national partners. Serves as the liaison between the Prevention Program and the Patient Care Program of the HIV/AIDS Section.
Collaborates with the Statewide Minority AIDS Coordinator and HIV/AIDS Program Coordinators to support the need for linkage to and retention in care as a part of mobilization activities for racial and ethnic minorities.
Ensures contract managers (direct reports) inspect and process provider's invoices for payment within established timeframes. Assists in the preparation of grant applications, progress reports, legislative bill analysis, issue papers, quarterly reports, and other written assignments as needed.
