PAY: $65,000.04 Annually
DUTIES AND RESPONSIBILITIES:
- This position serves as the Deputy Director of the Office of Public and Professional Guardians, and as such must be well versed in all office procedures and projects.
- Assist the Director with evaluating current need for public guardianship, recommending methods to address the need for additional public guardian services, and establishing new public guardian office. Review and recommend methods of public guardianship funding.
- This position also serves as the Contract Manager for the public guardian offices and oversees the guardianship monitoring program to ensure incapacitated persons of limited financial means are receiving the appropriate services by a qualified decision maker. Schedules and conducts program monitoring visits to public guardian offices across the state and visitation of living facilities for Wards, or conducts remote/teleconference visits, if applicable.
- Maintains tracking system for all reports due from public guardians. Ensure public guardian reporting requirements are met and reports are handled appropriately. Sends reminders to public guardians if required reports have not been received.
- Assist Executive Director in development of improved procedures, job aids, desk manual, monitoring tool and monitoring forms.
- Provides training to the registrar, complaints coordinator, office coordinator, monitors, and investigators. Performs second-level review of professional guardian registrations.
- Assist Executive Director with drafting informational material and presentations on guardianship and OPPG. Performing research and drafting memorandums.
- Creates and utilizes spreadsheets and database applications to produce a variety of materials including public records requestions, correspondence, and reports. Maintain own appointment calendars, schedules meetings, and make travel arrangements.
- Respond to phone, e-mail and written request for OPPG information and provide technical assistance to public and professional guardians, as well as constituents.
- Assist in reviewing, approving, auditing, and developing continuing education courses for professional guardians.
- Supporting Direct Support Organization, Foundation for Indigent Guardianship (FIG). Including posting pubic notices to meetings in the Florida Administrative Registrar and providing information to FIG regarding public guardian programs.
- Assisting attorneys in the Office of General Counsel. This will include assisting with preparation of responses to discovery including interrogatories, requests for production, request for admissions, and scheduling depositions. This will also include assisting in investigation of cases and preparation for discipline proceedings.
- Sets up and maintains office files.
- Analyzes Ward demographics. Provides reports on public guardian programs and Ward demographics as needed.
- Assist with workloads, workflows, deadlines, work objectives and time utilization with OPPG employees.
- Review and make recommendations on budget and long-range planning for OPPG. Review budgets of public guardian programs and review expenditure requests.
- Assist with preparation and development of annual goals and implementation of strategic initiatives to meet goals. Assist with preparation for the reports for the Governor, Legislature, and Department Heads.
- Prepares statistical data from spreadsheets and database to monitor efficiency of the OPPG program and makes recommendations to improve management capabilities and organizational procedures.
- Oversees OPPG software application which includes public guardianship management database and client management system; registration; complaints and investigations; and guardian monitoring. Serve as the point of contact for any questions or concerns relating to users of OPPG’s software application. Serve as lead on any system development and improvement projects relating to OPPG’s software application.
- Oversees, updates and publishes information on OPPG’s internet site, handbook and brochures to ensure the public and professional guardians have access to accurate and timely information.
- May require travel statewide including overnight travel stays. Must maintain a valid Florida driver’s license.
- Assist with special projects and other duties as required.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
- Knowledge of or ability and willingness to learn and research Florida guardianship law, standards of practice, and procedure.
- Possess strong written and oral communication skills, required for public speaking and report writing, uses correct grammar, punctuation, and spelling. Detail oriented and able to enter data accurately into a computerized system. Able to navigate multiple computer screens, applications, and online research engines. Proficiency in Microsoft Windows Operating environments and Office Suite products (Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.)
- Ability to demonstrate a professional and courteous demeanor; establish and maintain cooperative working relationships with the public and staff. Ability to work independently and with teams at the unit and agency where appropriate.

Format for presentation in reports, documents, and other written materials; utilize problem solving techniques; research, plan, organize, and coordinate work assignments. Possess strong project management abilities.
- Ability to understand and apply contract development processes and basic management principles and policies.
- Knowledge of federal and state laws, including policies, procedures and rules pertaining to the management, administration, and monitoring of contracts, and the procurement and purchasing of contracted services. Ability to apply basic accounting principles. Ability to interpret auditing standards and principles. Ability to effectively provide technical assistance to contract providers. Ability to review, analyze, and evaluate financial data.
- Excellent customer service skills and ability to maintain an effective working relationship with others.
- Ability to travel statewide, including overnight stays.
