The Florida Commission on Offender Review, formerly known as the Florida Parole Commission, is looking to fill a Operations & Management Consultant II - SES. The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

POSITION DESCRIPTION:

  • Report directly to the Director of Central Office Operations (Director) unless otherwise directed by statute or established policy.  
  • Maintain and submit written reports to the Director detailing the status of the section’s activities. Will report regularly, or when requested by the Director, the status of Office production and activities.
  • Report any incidents that may result in discipline to the Director of Central Operations as soon as possible, including any necessary documentation.
  • Responsible for the effective supervision of all employees assigned to the Office of Commission Clerk. Supervisory duties will include monitoring and coordination of work time for each employee to maintain the manpower necessary to adequately perform the Clerk’s Office function.
  • Collect and promptly review submitted time for payroll and statistic submissions. All actions will be handled according to established policy and procedure, including utilization of the management chain.
  • Coordinate all administrative activities. The Commission Clerk is responsible for the monitoring and quality assurance of all work products to include the weekly parole docket, the weekly CRS/ARS docket, and any other Commission action the Clerk may have responsibility for. The Clerk will give work assignments to produce the highest quality work product possible for the Commission.
  • The Clerk will assemble and be prepared to present training on all functions of the Clerk’s Office. This includes coordinating with external agencies to train their employees on content and form of information submission to the Commission. The Clerk will establish at least one internal training day each month to cover a topic essential to the successful operation of the office.
  • The Clerk will perform periodic audits of all Office functions. The Clerk is responsible for reporting the audit findings to the Director, along with any suggested course of action to repair problems that may have been discovered.
  • Advise the Director of Central Operations on current or foreseen issues with established policy and procedure.
  • Coordinate the release of all inmates granted parole by coordinating all release timelines and documentation concerning inmates granted parole. This will include contact with external agency representatives, primarily the Florida Department of Corrections, and drafting necessary orders and certificates that authorize and accompany such releases. Will ensure the Orders and Certificates are correct and accurate.
  • Oversee the docketing process including approval for weekly and follow up as directed by the Commission. The Clerk will outline the steps in the docketing process and ensure all necessary deliverables and paperwork are organized for the Commissioners review. The Clerk will establish an effective quality assurance program for all employees within the Office. The responsibility of accuracy of the information compiled in the docket will ultimately reside with the Clerk.
  • Monitor the lawful capacity of the prison population and control release activities with FLORIDA Department of Corrections. It is imperative that the Clerk closely coordinate with the Florida Department of Corrections to monitor the lawful capacity of the prison population. This is to ensure the Commission has knowledge of a metric that may require immediate attention.
  • Perform other duties as assigned by Senior Management. The ability to network within the criminal justice community is essential to the proper function of the position.

 

MINIMUM REQUIREMENTS:

  • A bachelor's degree from an accredited college or university. Four years equivalent work experience can substitute for the college education.
  • Two years’ experience working in criminal justice.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the criminal justice system.
  • Knowledge of standard business formats, styles of letters, and business forms.
  • Knowledge of proper telephone etiquette techniques.
  • Skill in using personal computers to compose letters, memoranda, and reports.
  • Ability to determine work priorities and ensure proper completion of assignments.
  • Working knowledge of statutes, rules, and policies.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to use correct spelling, punctuation, and grammar.
  • Ability to work under stressful conditions.
  • Ability to work independently.
  • Ability to multitask and manage multiple high priority assignments at once.

 

Preference may be given to applicants that possess a college degree from an accredited college or university.

 

As a part of the interview process, a written work sample may be given at the start/conclusion of the verbal interview.
