Job Description:

This position performs intermediate-level work with the responsibility of managing the Planning, Review and Training Section of the Office of Educational Facilities, Division of Finance and Operations. This position also supervises the staff in the Planning, Review and Training Section and functions relating to the technical aspects of educational facilities and building programs for public schools and community colleges. This position also oversees the development, updates and changes to the rules, regulations, the Florida Building Code for Educational Facilities, and applicable building codes.

 

Duties and Responsibilities:

“This position spends the majority of their time communicating with, motivating, training and evaluating employees, planning and directing employees’ work and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with Section 110.205(2)(w), Florida Statutes.”

 

Communicates with and motivates staff and provides and/or coordinates training and directs the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly timesheets and attendance and leave requests for each position under his/her direct reports. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.

 

  • Provides management for all staff including personnel management, contract management, training, and other related duties as required by the department
  • Directs the outreach and technical assistance programs designed to inform and educate boards and their employees, private design professionals, and other interested parties regarding reviews (such as plans and building replacements) and proposed changes
  • Supervises staff to develop, monitor, and review proposed legislation as assigned, provides technical assistance and information to legislative staff, the public, and other entities on facilities related issues for public educational programs statewide
  • Provides oversight for the state program to review construction documents and issuance of approvals for construction of educational facilities for K-12 and community college facilities projects
  • Provides guidance on the preparation and dissemination of facility maintenance and operation guidelines
  • Manages the preparation and review of curricula for training modules, conference material, courses, publications, and curricula pertaining to the uniform building code, State Requirements for Educational Facilities, and related rules and regulations
  • Manages the development and delivery of outreach programs to inform boards and design professionals about availability of the office’s services for plan review, training and technical assistance
  • Reviews local government comprehensive plan amendments and supporting documentation to determine whether proposals, if adopted, would have the potential to create adverse impacts on public school facilities
  • Reviews legislative proposals determine whether proposals, if adopted, would have the potential to create adverse impacts on public school facilities and impact of proposals
  • Provides technical support and assistance to the agencies and local governments throughout the process

Attendance is an essential function of the position and candidate must be able to travel anywhere between one to three weeks a month.

 

Knowledge, Skills, and Abilities:

  • Knowledge of the Florida Building Code, the Florida Fire Prevention Code, State Fire Marshal Rule 69A-58, F.A.C., State Board of Education Rule 6A-2.0010, F.A.C. (the State Requirements for Educational Facilities), the Florida Accessibility Code and life safety codes
  • Knowledge of Florida educational facilities laws and rules
  • Knowledge of Florida growth management laws, rules and Florida administrative procedures
  • Knowledge of Florida Legislative Budget Process
  • Knowledge of school design, research, and implementation methodologies
  • Ability to utilize problem-solving techniques
  • Ability to compile and analyze data relating to training and evaluation programs
  • Ability to prepare professional papers, research studies and evaluation reports
  • Ability to analyze data
  • Ability to conduct research
  • Proficiency with the use of Microsoft Office (Word, PowerPoint, Excel, etc.)

Minimum Qualifications:

  • Minimum 4 years of supervisory experience.
  • Minimum of 4 years of experience in architecture, engineering or planning
  • Ability to communicate effectively including verbal and written communication
  • Experience with public speaking and training a large group of individuals
  • Ability to travel up to one week each month with the possibility of more with national disasters

 

Preferred Qualifications:

Preferences will be given to:

  • Applicants who have a bachelors degree from an accredited college or university in Architecture, Engineering or Planning AND 4 years of direct experience
  • Applicants who have experience in community planning
  • Applicants who have experience in design plan review
  • Applicants who have experience in Florida laws, rules, and codes regarding educational facilities
  • Registration as a Professional Engineer in accordance with Florida Statute, Chapter 471
  • Registration as an Architect in accordance with Florida Statutes, Chapter 481
  • Certification as an AICP (Certified Planner)

 

Educational Substitutions:

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.

  • A bachelor’s degree from an accredited college or University in Architecture, Engineering or Planning can substitute for 4 years of direct experience.

Leave Information:

  • Annual Leave – Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
