DESCRIPTION

This is highly responsible professional work involving the supervision and direction of staff and the administration of policy and program functions within the Office of Child and Family Well-Being (OCFW). Primary duties include communicating with, motivating, training, and evaluating staff; planning, assigning, and reviewing work; and effectively recommending personnel actions, including hiring, promotion, discipline, and performance management. Ensure staff performance is evaluated against established standards and that appropriate actions are taken to promote accountability, development, and recognition.

 

This position provides leadership and administrative oversight to a team of Policy Specialists to ensure operations are efficient, consistent, and aligned with agency priorities and established procedures. The role requires a high level of organization, attention to detail, and the ability to manage competing priorities in a complex and fast-paced environment.

 

The role requires extensive collaboration with internal and external stakeholders, including Children’s Legal Services, the Office of General Counsel, the Office of Inspector General, Operations, Community-Based Care lead agencies, the Seminole Tribe of Florida, the Florida Coalition for Children, and Children’s Medical Services.

 

Responsibilities include oversight of policy development and/or implementation, monitoring of policy outcomes, and the provision of technical support across child welfare program areas, including policy and practice implementation and fidelity in conjunction with the Department of Children and Families Training team.

 

Duties include the analysis of complex data and information, assessing the flow and accuracy of inputs across multiple systems, and developing actionable recommendations to improve policy and program performance, operational processes, and service delivery outcomes.

 

This position evaluates statewide system performance and recommends both short- and long-range strategies to strengthen child welfare practice and maximize program effectiveness.

 

 

This position is responsible for leading the development, coordination, and dissemination of reports and operational documents, including legislative reports, federal reports, Legislative Budget Requests (LBRs), spending plans, state plan documents, operating procedures, handbooks, manuals, and workload data reports. Ensures findings are synthesized and communicated effectively to executive leadership, regional administration, and service providers to support continuous quality improvement.

 

Serves as a liaison with federal, state, and local agencies and partner organizations to promote coordination, collaboration, and alignment of child welfare initiatives.

 

Coordinates the development and promulgation of Florida Administrative Code and other regulatory guidance in response to legislative and policy changes.

 

Additional responsibilities include supporting special projects, preparing strategic and operational documents, and completing assigned deliverables related to child safety and ongoing services.

 

REQUIREMENTS

 

This position requires knowledge of the child welfare system along with related Florida Statutes, Administrative Code and Operating Procedures. Knowledge of compiling, organizing, and analyzing data. Ability to evaluate the quality of service to clients and evaluate programs. Ability to communicate effectively both verbally and in writing. Ability to establish effective working relationships and work as a team member.

 

Essential Job Functions

Educational Requirements:

 

Bachelor’s degree or higher in social work or related area of study from an accredited college or university required.

 

Work Experience Requirements:

 

At minimum, 5 years’ experience working as case manager. Active full Child Welfare Certification through the Florida Certification Board. CWCM preferred
