This is a highly responsible, professional position located within the Bureau of Preparedness and Response in the Training and Exercise (T&E) Section. The position is responsible to oversee the design, development, implementation, and evaluation of selected Training and Exercise Projects. Projects are assigned in the employees Performance Expectations. The position is responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.
Supervision - The incumbent is responsible for managing all assigned training and exercise projects and supervising staff members in accordance with state and departmental policies and procedures. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Training and Exercise Management - The incumbent is responsible to lead, design, develop, implement and/or evaluate trainings and exercises with partners. The incumbent will evaluate plans and capabilities in accordance with established Bureau procedures and in conjunction with federal grant requirements. This responsibility includes maintaining competency with Homeland Security Exercise Evaluation Program (HSEEP) and Analyze, Design, Develop, Implement and Evaluate (ADDIE) principles and practices. The incumbent works with ESF-8 managers to identifying gaps in after action reports (AAR). The incumbent will oversee staff to develop training and exercise projects that will address the gaps listed in the AARs. The incumbent will track progress of training and exercise projects and provide related status updates to the appropriate manager(s).
Integrated Preparedness Planning - The incumbent is responsible for contributing to the development of the Department’s Integrated Preparedness Plan (IPP) by deliverable dates. This responsibility also includes serving as a Point-of-Contact, by providing technical assistance to county health departments for development of their individual IPP.
DOH & Bureau Representation - The incumbent is responsible to represent the department and bureau at local, state, and national meetings, workshops, or conferences, where attendance is essential to meeting Program objectives. This responsibility includes prior approval of all presentation materials and submission of a trip report upon return.
Leadership Skills - Incumbent will develop leadership skills through trainings, webinars, conferences, and other means. Incumbent will use those leadership skills to further the mission of the agency and bureau and to mentor T & E staff.
Emergency Response – The incumbent will serve in an assigned role for Emergency Support Function 8 (Health and Medical, ESF-8). Incumbent is responsible for enrolling in required training and successfully demonstrating competency to serve in the role(s) assigned. During a response, the incumbent may be required to work additional and beyond normal business hours including weekends and holidays.

Qualifications:
- Current State of Florida employee
- 3 years of management or equivalent work experience
- Training and exercise experience preferred
