Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This is an advanced level position responsible for the overall management of the Personal Liaison Unit within the Office of the Director for Disease Control and Health Protection. This position requires effective written and oral communications skills, knowledge, and the ability to work independently without supervision. The employee must have the ability to honor and protect confidential information and assist management in the coordination of personnel and other administrative tasks and assignments which are complex in nature. The employee must maintain a broad knowledge of personnel and human resource laws, policies and procedures, along with various operational and programmatic functions and activities of the bureaus and division.

Prepares and distributes written and verbal information to inform employees of operational policies and regulations for HR and budget issues, discrepancies, and tickets for developing performance plans, work review progress, and performances. Approve tickets in the HR FLHealthDesk or equivalent system created by liaisons and supervisors.

Manages the division’s personnel liaison functions, as Personnel Liaison (PL) responsibilities are defined by DOH Office of Human Resource Management (OHRM), to ensure timely, accurate, and complete actions required.  Act as resource for information perinate to PL responsibilities, communicate updates and information as directed by OHRM, support compliance with applicable DOH processes, policy within expectations of PL duties and responsibilities.

Conducts, prepares, and reviews reports and routine updates for Director and Assistant Director as requested related to personnel liaison activities, hiring/vacancy status, opportunities for improvement, and situations that may require leadership consultation/decisions to resolve issues or improve overall performance to meet agency expectations.

Develops, plans, organizes, and administers policies and procedures to ensure strategic administrative and operational objectives are met.

Develop and conduct training for staff that ensures compliance with DOH policy, improves performance, increases understanding of personnel liaison topics, maintains hiring manager knowledge base for consistent performance, and shares important updates as presented by DOH OHRM, when applicable.

Assists supervisors and staff related to sick leave donation, telework and outside employment. Participates in the Bureau of P&HRM conference calls to obtain information concerning personnel changes (laws, policies, procedures. and systems) and make sure program staff are updated with information. Participates in the Division's HR Team Meeting scheduled. Maintain and update Divisions Cherwell as needed.
