Total Compensation Statement

Your Benefits are a significant part of your state compensation. The total compensation package could be anywhere from $96,019 to $126,467 annually.  The total compensation package includes annual salary, insurance, retirement, leave and holidays.

Duties and Responsibilities

The OMC Manager reports to the Operations Manager. This highly responsible position in Information Systems Administration leads the Contract Management and Administration services team. This team provides contract oversight, guidance, and procurement support relating to technology contracts that have been executed by the Department. The incumbent must have an understanding of the Department’s business and how it utilizes technology services to support its mission and goals. The incumbent primarily administers the executed contracts for IT products and services to the Department and oversees the administrative and contractual relationships of all contractors and services provided by the contracted vendor. The incumbent also provides technical leadership related to our data center environments and consultative work identifying and resolving operational and management issues as assigned.

 

This position requires exceptional leadership, technical and analysis skills.  The successful candidate must have the ability to communicate effectively, precisely and accurately across all levels of the organization.  The ideal candidate would be able to form, express, and defend reasoned opinions, with a spirit of collaboration and problem solving.

 

Knowledge, Skills, and Abilities

  • Knowledge of contract management and administration.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to negotiate Service Level Agreements with large data centers and service providers.
  • Ability to manage 3rd party contracts and vendor resources.
  • Knowledge of procurement best practices, state of Florida statutory requirements, and Department policies related to procurement and contract management.
  • Ability to translate complex technical terminology, concepts, and issues in terms understandable to technical and non-technical management and resources staff.
  • Strong organization and documentation skills
  • Strong interpersonal skills to resolve problems in a professional manner.
  • Ability to effectively communicate technical data processing information verbally and in writing

Job Related Requirements

  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged. 

 

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.  Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • The process for selecting applicant(s) for this position could take up to six months.  Following the six-month period, a new application must be submitted to an open advertisement to be considered for that vacancy.
  • FLHSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
