Your Specific Responsibilities:

  • Maintains the oversight of the Rural Areas Of Opportunity (RAO) Building Material Sales Tax Program, performing daily tasks throughout the year and coordinates with RAO liaisons during the peak application months.
  • Coordinate workload with team members to ensure applications are reviewed and processed for approval in a timely manner.
  • Assists the Rural Infrastructure Fund program manager as needed on processing communications and technical support as identified.
  • Assists the ORI Director with the Rural Economic Development Initiative (REDI) meetings.
  • Assists in the maintenance and accuracy of REDI partner delegate contacts and communications.
  • Coordinate with both internal and external partners through workshops, meetings, presentations, etc. related to the Department of Commerce programs as well as other technical assistance efforts.
  • Maintain good working relationships with partnering agencies, local communities as well as economic and community development agencies.
  • Prepare reports and analyses as requested by the supervisor for use in decision-making.
  • Routinely reviews and compares internal and external best practices to ensure quality program execution. 
  • Assist with the integration of the different bureaus within the Division of Community Development and throughout the Department to work towards one common mission.
  • Other duties as assigned by the supervisor. 

 

 

Required Knowledge, Skills, and Abilities:

 

  • Knowledge and skilled in using Microsoft Office (i.e., Word, Excel, PowerPoint). as well as online survey tools and web meeting software such as GoToMeeting, Zoom and Microsoft Teams.
  • Knowledge of and the ability to understand and apply rules, regulations, policies and procedures.
  • Ability to plan, organize, and coordinate work activities.
  • Ability to communicate effectively verbally and in writing and public speaking.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to conduct research and analysis and produce reports based on findings.
  • Ability to apply critical thinking for planning and economic development issues.
  • Ability to independently exercise sound judgment performing duties.
  • Ability to handle multiple projects and manage time efficiently.
  • Ability to provide technical assistance to local governments.

 

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Regular business hours of operation are 8:00 AM to 5:00 PM EST, Monday - Friday.

 

Pay:  $34,760.00 - $44,000.00/Annually Based on Experience

Operations Analyst I is a highly responsible position within the Bureau of Small Cities and Rural Communities, Office of Rural Initiatives (ORI).

This Operations Analyst position assists with program activities, including daily tasks associated with the Rural Area of Opportunity Material Sales Tax Refund Program, and the Rural Infrastructure Fund Program,  in coordinating with internal and external partners, providing technical assistance, preparing reports and analysis, tracking contacts, and working closely with the Rural Areas Of Opportunity (RAO) liaisons and the Office of Rural Initiatives (ORI) Director to achieve goals and complete projects.
