The Department is seeking a highly motivated professional to serve as an Operations Analyst II.  This position serves as the contract manager on all Leon County Health Department contracts.  This involves contract development, negotiation, monitoring and amendments. Coordinates with the CHD (County Health Department)  Administrator, legal counsel, and other stakeholders to facilitate execution of contracts.  Lead on the development and implementation of procurement documents (RFAs, RFPs, ITNs) and internal timelines for contracts.  Coordinates with management to develop, negotiate, monitor, and amend in-kind and non-compensatory agreements with various public and private entities.  Coordinates and monitors any correct action plans (CAPs) and reports on the status to management and other stakeholders.  Coordinates regularly scheduled site visits to monitor programmatic and administrative aspects of projects.  Works with program staff to monitor and evaluate the quality of service and compliance with rules, policies and statutes of all programmatic aspects.  Works directly with contracted agencies, when necessary, to provide one-on-one technical assistance related to contractual issues.  Facilitates training sessions and meetings on contract processes and issues, as needed.  


Processes invoice payments and tracks expenditures on contracts ensuring adequate budget is available.  Prepares monthly invoices for reimbursable contracts.  Addresses payment issues as needed and reconciles contracts funding sources to ensure they are fully drawn down.  Provides recurring reports on payments to management, and supplies ad hoc reports as directed.


Serves as primary custodian for all contracts, agreements, and memoranda of understanding.  Establishes and maintains shared access for existing and historical contracts and agreements, including those with no financial components.  Organizes contracts and agreements to facilitate easy retrieval and initiates timely review of those set to expire or otherwise require attention.  Assist with the preparation and submission of monthly, quarterly and/or annual projects/grants, financial reports and assist with other program metrics, goals and objectives reporting requirements.


Reponsible for lease agreements and facilities management which includes being the liaison with the property owners to ensure facility issues are reported and followed up to completion.  Arranges for removal of surplus items as identified by Sections.  Tracks faclity improvement projects and updates management as neeed.


Completes other assignments as requested.


Knowledge, Skills and Abilities:

  • Knowledge of public health principles, practices, and techniques.
  • Knowledge of contract management and principles and practices.
  • Skill in writing and processing operational procedures, procurement documents, contracts, and project reports.
  • Ability to develop and recommend budgetary and contract revisions.
  • Knowledge and ability to use pc-based applications such as worksheet (Excel) applications to track and analyze budget and expenditure information.
  • Ability to conduct fact finding research; collect, evaluate and analyze data; utilize problem-solving techniques; and make detailed analysis and management critiques of procurement and contracting requests.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to plan, organize and coordinate work assignments; communicate effectively; and establish and maintain effective working relationships with others.
  • Ability to work independently

Minimum Qualifications:

  • A bachelor's degree or higher from an accredite college or university in public health, economics, mathematics, statistics, actuarial science or other applicable subject area.
  • Must be a Florida Certified Contract Manager (FCCM) either at hire or within twelve months of hire.
  • Intermediate Level of Proficiency using Microsoft Office, Word and Excel.
  • Excellent analyitical skills.
