FIREARM ELIGIBILITY/FIREARM PURCHASE PROGRAM

POSITION SUMMARY:

Under the direct supervision of the CJIS Manager I within the Firearm Purchase Program (FPP), this position is responsible for the review and advanced analysis of criminal history records to determine eligibility for the purchase and possession of firearms as authorized by Florida Statute.  This position is also responsible for training internal and external customers, critical review of transactions for discrepancies, and quality control of transaction evaluations.  This independent work assists management in the coordination of assignments that are complex in nature and very broad in objective with the integration of diverse functions.  The duties require independent planning of objectives and priorities, which may result in analysis and recommendation of changes in policies, rules and regulations.  This position must meet and maintain NCIC/FCIC (National Crime Information Center/Florida Crime Information Center) certification as required, and it is responsible for maintaining the security and integrity of data housed within department databases.

 

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Evaluating firearm transactions by analyzing criminal justice information in the Firearm Eligibility System (FES) in a timely, efficient, and accurate manner and process transactions in accordance with state and federal law;
  • Accurately submitting transactions requiring research through Computerized Criminal History (CCH) workflow;
  • Acting as a lead analyst on transactions, consulting with leadership to resolve difficult, unusual, or questionable transactions or as required by policy and procedure;
  • Evaluating workflow cases to ensure quality control of information submitted through CCH workflow;
  • Assessing/analyzing and making recommendations to resolve issues and problems within the Section/Bureau/Division;
  • Assisting with the Bureau's statistical duties by preparing and updating written reports, charts, letters, memoranda, procedural manuals, and other documentation in accordance with Department/other guidelines;
  • Providing quality assurance on completed firearm-related transactions, instituting methodology for identifying and reporting discrepancies caused by internal or external mean and taking practical action to correct discrepancies or escalate them as necessary;
  • Managing firearm dealer accounts and serving as the liaison between Firearm Eligibility and Financial Management by creating and updating their accounts in various databases;
  • When assigned to answer telephone requests or work in the queue, logs onto the system promptly and remains logged in and processing requests unless on a pre-defined break or otherwise directed by management; and
  • Acting as a primary point of contact on the dealer technical assistance line to assist firearm dealers and agencies in a professional, courteous, and calm manner at all times. 

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the criminal justice system;
  • Knowledge of office and administrative principles and practices;
  • Knowledge of the methods of data collection;
  • Knowledge of the principles and techniques of effective communication;
  • Knowledge of the FCIC/NCIC, III, CCH, and NICS information systems;
  • Knowledge of customer service etiquette and ability to apply effectively;
  • Ability to communicate effectively verbally and in writing;
  • Ability to read and interpret law enforcement data, Florida Statutes, Commission Rules, and Divisional Policy and Procedures;
  • Ability to use internal and external resources to perform research;
  • Ability to develop and apply instructional curriculum to train others in the use of law enforcement data;
  • Ability to utilize problem-solving techniques;
  • Ability to work independently;
  • Ability to plan, organize and coordinate work assignments;
  • Ability to establish and maintain effective working relationships with others;
  • Ability to apply rules, regulations, policies and procedures relating to the purchasing process; and
  • Ability and flexibility to adapt quickly and efficiently to changes in procedures and organizational priorities;

BASE SALARY:

  • $ 47,350.16

 

NOTES:

Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
