The headquarters for this position is located in Tallahassee, Florida.

 

Operations Consultant Duties:

 

RECORDS MANAGEMENT: The incumbent works to coordinate receipt of and maintenance of all agency records (excluding electronic case files). Responsible for scanning, indexing, and verifying documents in the Enterprise Imaging System.  Develops and implements both digital and physical records organization systems and procedures. Maintains inventories of records series and creates new records series when required. Responsible for conducting an annual inventory of all records and producing an annual inventory report of those records in compliance with department and agency policy and procedures. Directs and coordinates document maintenance and disposal.  Responsible for ensuring records are retained and destroyed in compliance with Florida Department of State General Records Schedules and standards.  Coordinates with FDACS Administrative Records Management Liaison Officer (RMLO) to gain approval for and document disposal of records. Generates reports relating to document creation, maintenance, and disposal for historical and auditing purposes. Controls access to physical records storage.

 

PUBLIC RECORDS LIAISON: Serves as the division’s liaison for Public Record Requests and constantly monitors GovQA. Creates requests or assigns activities within GovQA as deemed necessary. Acknowledges requests promptly and tracks status of all Public Records Requests. Coordinates assignments of Public Records Requests with appropriate staff and determines when consultation with legal counsel is necessary.   Applies general knowledge of Chapter 119, Florida Statutes, while reviewing responsive documents and applying legal exemptions to redact sensitive data. Prepares invoices for Public Records Requests as well as cost estimates for Public Records Requests. Ensures that the Public Records Requests are completed in a timely manner and in accordance with department policy and state law. Adheres to strict deadlines and manages high priority requests. Provides newly promoted supervisors with an overview of the public records process and guidance on how to handle requests received by field staff. Attends department provided annual Public Records Liaison training.

 

FORMS AND PUBLICATIONS COORDINATOR: Responsible for creating, implementing, revising, and posting forms and publications in compliance with agency and department guidelines and using extensive knowledge of design software like Adobe Acrobat. Submits all forms and publications for approval to supervisory staff and RMLO. Ensures agency forms are posted to appropriate agency and department websites or made available to end users.

 

ENTERPRISE IMAGING SYSTEM (EIS) ADMINISTRATOR: Responsible for adding new users, assigning proper application access rights, and disabling accounts for separating employees.   Creates document purge reports based on state retention and disposal timelines. Conducts routine audits of user accounts and notifies supervisor of audit findings.

 

 ADMINISTRATIVE: Acts as backup for office receptionist responsible for greeting and directing visitors.  Receives, answers, and routes telephone and fax communications to the proper party in a timely manner. Provides support to OALE Headquarters staff.  Performs other duties as required or directed.

Knowledge, Skills and Abilities:

  • Knowledge of department and agency policies pertaining to records.
  • Knowledge of State of Florida General Records Schedule.
  • Knowledge of Florida Statute 119.

 

 Minimum Qualifications:

  • A high school diploma or its equivalent and six (6) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work; or
  • A bachelor’s degree (4 years) from an accredited college or university and two (2) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work; or
  • A master’s degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience.
  • Requires possession of a valid driver license.

 

Preference may be given to individuals who possess:

 

  • Experience as a public record liaison

 

Selection Process - The OALE selection process takes approximately three to four months to complete.  Steps to complete the selection process include, but are not limited to:

 

  • A completed State of Florida Employment Application.
  • A completed Office of Agricultural Law Enforcement Civilian Supplemental Application.
  • Oral Review Board.
  • Background Investigation.
  • Fingerprinting.
  • Drug Screening.
