Position Overview and Responsibilities:

Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. This position has delegated HR Managerial Authority and spends most of their time communicating with FRP leadership.

The Operations Manager C – SES is responsible for administering and providing oversight of the grant disbursement and budgeting functions of the Florida Resilient Program (FRP), within the Office of Resilience and Coastal Protection (ORCP). This position supervises staff and oversees all aspects of financial matters, training, procedures and protocols for the FRP. This position may also serve as the back-up to the budget coordinator for ORCP.

This position represents the FRP in all financial management accounting matters, providing related information to the ORCP Budget Coordinator, the Agency Budget office or Inspector General, the federal government, local governments, and other interested parties upon request. Most importantly, this position is responsible for the provision of accounting services to the management within the Program to ensure that program funds can be used in an efficient and timely manner to meet the goals and mission of the Program, such as:

Developing, maintaining, and administering a system of accounts that will disclose:

(1)     the numerous appropriations available for use by the FRP

(2)     the specific amounts of each such appropriation budgeted by the FRP for each purpose

(3)     the appropriation or division of all such appropriations among the several priorities in the RFP

(4)     the expenses and operating costs of the various activities of the FRP and

(5)     all other financial accounting information in accordance with generally accepted governmental accounting principles, legal requirements and other requirements necessary to preserve and maintain the financial integrity of each trust fund administered by the RFP, and to provide full disclosure of the related account balances and financial position of these funds.

Administering the grant accounting functions for the FRP.

Directing the review, implementation and monitoring of program funds and ensuring that program accounting reports are prepared timely.

Providing grant financial information to program managers in meeting federal, state and agency planning requirements for grant budget preparation and projections of work year allocations.

Maintaining enterprise grant management software with requisite allocations/funds for proper tracking and reporting through the system.

Reconciling enterprise system with applicable State Financial Reporting tools.

Developing and maintaining records and accounts that will provide a full and complete check of all payments of bills and provides for the prompt payment of the Department's obligations for the grant program.

Maintaining an accounting system which will, in a timely manner, accurately reflect the revenues and expenditures for the FRP which includes a cost accounting system to properly identify, segregate, allocate and report program costs.

Managing program contracts and contract processes, procurement processes, and business operations such as, but not limited to, vendor management, coordinating responses to public records requests, building maintenance matters, building safety, planning and executing program activities, fleet management, office supplies, and position office assignments.

This position performs other duties as needed.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic management principles and practices, techniques of effective written and verbal communication. 
  • Knowledge of and experience with methods of data collection and analysis.
  • Knowledge of the Florida Financial Reporting and Tracking Systems.  
  • Skilled in Microsoft Office: Excel, Outlook, Word.
  • Skilled in Adobe Acrobat or similar PDF viewers.  
  • Ability to understand the Legislative Budget Process.  
  • Ability to learn budget processes, trust funds, and appropriation processes.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to utilize problem solving techniques.  
  • Ability to make detailed analyses and management critiques of budget requests.  
  • Ability to plan, organize, and coordinate work assignments.  
  • Ability to effectively communicate, both orally and in writing.  
  • Ability to establish and maintain effective working relationships with others.
  • Ability to supervise others. 

 

Minimum Qualifications:

  • At least nine years of verifiable-related experience in the field of budget analysis, accounting, auditing or grant administration. Post-secondary degrees from an accredited college or university may be used as an alternative for the required nine years of experience on a year-for-year basis.
  • Previous supervisory experience required.
  • Ability to successfully complete a background and fingerprint check.
  • Ability to maintain a driver’s license.

  • Florida Certified Contract Manager (FCCM),
  • Florida Certified Contract Negotiator (FCCN),
  • Project Management Professional (PMP),
  • Certified Supervisory Manager (CSM),
  • Certified Public Manager (CPM)

 

Pay:

$61,893.60 - $71,288.88; pay will be commensurate with experience, certifications, and qualifications.
