This position serves as the Assistant Bureau Chief for the Bureau of Vendor and Contracted Services

 

DUTIES RESPONSIBILITIES:

  • Oversee the development, design, maintenance, and continual evaluation of a complex and comprehensive statewide Provider/vendor registration, management and monitoring program;
  • Reviewing and/or drafting new registration forms, contracts, amendments, monitoring plans and reports, and minor modifications;
  • Daily oversight of unit staff, including workload distribution, work product review and approval, coaching and mentoring;
  • Working collaboratively with DVR Senior Management and other stakeholders to ensure contracting activities align with Division strategic plans and objectives;
  • Researching and resolving contract and Provider issues in collaboration with appropriate members of Senior Management and other stakeholders;
  • Ensuring that all registration, training and monitoring activities are conducted in accordance with applicable laws, rules, and Division policies;
  • Leading and/or participating in research, data analysis, and risk assessment activities and preparing special reports, as required;
  • Working collaboratively with the Bureau Chief of Vendor and Contracted Services or other members of DVR Senior Management, to ensure all audit requests and/or findings are responded to timely, including coordination of corrective actio plan activities;
  • Assisting with review, revision and/or development of guidelines, policies, rules and procedures related to vendor registration, provider training, contracting and monitoring;
  • Overseeing the background screening process and documentation per state and federal requirements for identified rehabilitation service providers;
  • Overseeing the development, review, revision of vendor/provider related guidance, internal policies and procedures, communication and training, including any needed collaborations with the Division lead for communications as well as overseeing the bureau’s contribution to relevant portions of the division-side communication plans and calendars;
  • Oversees the communication and collaboration with the Bureau of Field Services and certified and approved rehabilitation service and good providers;
  • Oversees the vendor intake, certification and recertification process and the connection of that process to the other units within the management scope for this position;
  • Technical assistance, training, and consultation to vendors, providers, contract managers, program staff, and contractors;
  • Acting as the assistant bureau chief for the Bureau of Vendor and Contracted Services and a back-up for the Chief as needed.
  • Serves as a backup supervisor for the Special Contracts Unit, as needed and upon request.
  • Overseeing the collection, analysis, and reporting of monitoring statistical data.

 

The incumbent also performs other related duties, as assigned.

 

Knowledge, Skills and Abilities 

Utilization of equipment, required for the position: Knowledge of:   basic management principles and practices and the methods of data collection and analysis. Ability to: supervise people;  to determine work priorities, assure alignment with agency and division objective of work products,  assign work and ensure proper completion of work assignments;  to communicate effectively;  to establish and maintain effective working relationships with others;  to assess budgetary needs;  to formulate policies and procedures;  to organize data into logical format for presentation in reports, documents and other materials;  to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices;  to conduct fact-finding research;  to work independently;  to solve problems and make decisions.  An understanding of contract management and monitoring methodologies.  A working knowledge of Florida Statutes as they pertain to procurement, contract development, contract administration and monitoring.  Basic project management and organizational skills.  Report writing and presentation skills.  Problem solving and research experience and skills.  Ability to communicate effectively and establish and maintain effective working relationships with others.  Ability to work independently, examine facts, and make appropriate decisions within the scope of assigned responsibilities.

  • A bachelor’s degree or higher from an accredited college or university or 3 years of required expereince.

BACKGROUND SCREENING REQUIREMENT

It is the policy of the Florida Department of Education that applicants for employment undergo level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
