Description

This is highly responsible, professional work managing the Bureau of Solicitation Administration within the Office of Contracted Client Services (OCCS). Under the direction of the Chief Procurement Officer, the Chief of Solicitation Administration oversees formal solicitations, manages assigned procurement categories, and ensures compliance with federal regulations, Florida Statutes, Florida Administrative Code, and Department policies.

The incumbent is responsible for supervising and directing procurement staff, developing and executing procurement strategies, and ensuring high standards of professionalism, customer service, and cost efficiency in all activities.


Duties and Responsibilities

  • Provide clear performance expectations, ongoing feedback, and coaching to staff; monitor performance and hold employees accountable.
  • Supervise, train, motivate, and evaluate staff; recommend hiring, promotion, disciplinary, and other personnel actions.
  • Develop and implement procurement strategies to maximize customer satisfaction and minimize costs.
  • Refine procurement processes to improve efficiency and quality outcomes.
  • Lead staff that serves as the primary point of contact for solicitations, responding to customer and vendor inquiries, protests, and requests.
  • Establish and maintain effective relationships with stakeholders, program offices, vendors, and Department leadership.
  • Lead strategic sourcing initiatives and coordinate special projects.
  • Review and adopt best practices in procurement to improve outcomes and achieve cost savings.
  • Maintain professional knowledge of procurement rules, laws, and assigned commodity/service categories.
  • Ensure procurement activities are conducted in a professional and ethical manner.

Knowledge, Skills, and Abilities

  • Extensive knowledge of federal, state, and departmental procurement statutes, rules, and policies.
  • Strong supervisory and leadership skills, with ability to motivate, coach, and evaluate staff.
  • Excellent communication and interpersonal skills; ability to communicate clearly and effectively.
  • Strong organizational, planning, and time management skills.
  • Proficiency in drafting solicitations, contracts, and professional correspondence.
  • Analytical skills to assess market trends, evaluate proposals, and develop procurement strategies.
  • Commitment to professionalism, teamwork, and superior customer service.

Minimum Qualifications

  • Bachelor’s degree or equivalent years of experience.
  • At least 3 years of experience in procurement, contract management, or a related field.
  • At least 5 years of experience interpreting and applying Florida Statutes, rules, and agency policies.

Preferred Qualifications

  • Advanced experience managing large-scale or complex competitive solicitations.
  • Demonstrated experience leading strategic sourcing initiatives.
  • Experience working with executive-level stakeholders and vendors.
  • Professional certifications such as Florida Certified Contract Negotiator (FCCN) and/or Project Management Professional (PMP).
  • Florida Certified Contract Manager (FCCM) is also desirable.
  • Experience delivering presentations, facilitating trainings, or providing instruction to larger groups.

Special Notes

  • This position requires adherence to CFOP 60-55 standards of conduct, including professionalism, teamwork, and customer service.
  • Occasional travel may be required.
