Your Specific Responsibilities:

This is a professional managerial position working to ensure coordination and efficiency in providing access to public health informatics and health statistics that support program planning and evaluation. Work includes planning, consulting, and providing data-driven solutions to operational and management problems.

  • This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
  • Provides oversight and assistance to public health programs to assure capacity for program monitoring and evaluation. 
  • Presents solutions that expand access to statewide Public Health data.  Maintains responsibility for supporting the related underlying systems and processes.
  • Responsible for maintaining the security of information and protect confidentiality consistent with state and federal laws and rules and departmental policies, protocols, and procedures.
  • Serves as a delegated data custodian for HMC service records, centralized HMS reports and contract management information. 
  • Complies with and monitors compliance (when applicable) of the mandatory requirements of Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.”

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of monitoring processes and/or working with ticketing software; knowledge of computer data bases; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others verbally and in writing; talking to others to effectively convey information; ability to establish and maintain effective working relationships with others; listening to what other people are saying and asking questions as appropriate; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; knowing how to find information and identifying essential information; finding ways to structure or classify multiple pieces of information; ability to plan, organize and prioritize work assignments; ability to maintain a high degree of accuracy and close attention to detail; developing approaches for implementing an idea; basic management principles and practices; conflict resolution to include handling complaints, arbitrating disputes and resolving grievances; motivating, developing, and directing people as they work, identifying the best people for the job; time management skills; ability to prepare and conduct training; ability to maintain strict confidentiality; knowledge of principles and processes involved in business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production methods; ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; knowledge of information systems used in statistical reporting, performance measurement, performance based program budgeting, and agency strategic planning; knowledge of computer software and programming languages used for public health; ability to design information systems for measurement of public health programs; ability to design data reports of public dissemination.

 

Preferred Qualifications:

  • Bachelor’s degree from an accredited college or university in a related field of study; AND
  • Two (2) years of professional experience in creating, maintaining, and interpreting reports; data analysis; developing interactive dashboards and visualizations from various data sources; working with relational databases; writing SQL queries and stored procedures; utilizing database ETL utilities for reporting and analysis purposes.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
  • A master's degree from a college or university can substitute for one year of the required professional experience.
  • Must have a valid driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
