Your Specific Responsibilities:

The incumbent will oversee the Strategic Planning and Performance Tracking section and is responsible for the following:

  • Leading the Agency Strategic Planning process including progress reporting.
  • Developing and communicating the strategic vision, scope, and mission of the Strategic Planning and Performance Tracking section.
  • Assuring that organization-wide performance management initiatives are focused and aligned on improving operational and program efficiencies and effectiveness.
  • Overseeing agency strategic planning and provides leadership for policy development.
  • Advising trains central office and County Health Department (CHD) staff on the creation and measuring SMART objectives, including creating and logic models and taking lead in evaluating the agency strategic planning process and implementation.
  • Providing leadership and coordination for the improvement of the organization’ s core public health functions and evaluates the impact that systems improvements have on the public’s health.
  • Researching and developing training programs that focus on enabling the workforce to achieve improvements with priority health concerns.
  • Working with the Performance Assessment and Improvement team to identify areas that require focused quality improvement processes.
  • Supervising direct reports including motivating, training, providing guidance, and direction.
  • Developing expectations and meets with staff regularly to discuss performance, complete performance reviews and discipline action, if needed.
  • Maintaining vacation and work schedules to ensure proper coverage and completes timesheets.
  • Ensuring all staff completed required training and are offered additional training.
  • Serving as Division training coordinator.
  • Participating in the design, development and testing of training covering a variety of topics.
  • Researching and designing appropriate division-side training.
  • Coordinating capacity building for all levels of management and staff with the Division of Public Health Statistics and Performance Management
  • Serving as an instructor by delivering training in various settings (in-person, virtual, etc.)
  • Coordinating training activities and gathers feedback about training effectiveness.
  • Communicating feedback and implementing improvement to provide a more effective training experience.
  • Collaborating with the Performance Improvement and Management System (PIMS) Project Lead to provide oversight and consultation to the PIMS Project Analyst
  • Participating in PIMS-specific training development.
  • Ensuring established review protocol of all materials and technical assistance concerning PIMS is executed.
  • Providing support to PIMS users as needed.
  • Fulfilling other duties as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of management principles and techniques.

  • Knowledge of public health, public administration, health care administration or social services administration

Qualifications:

Preferred: A master’s degree from an accredited college or university is preferred with professional experience in social services, public health, performance management, strategic planning, systems analysis, management analysis, program or policy planning and development, program monitoring or evaluation. The incumbent must also have experience in applying research and evaluation methods, such as collecting, organizing and analyzing quantitative and qualitative data, identifying and developing findings and areas for improvement, and developing recommendations and approaches to improve performance.

Experience working in or with county health departments is preferred.
