The Florida Department of Health is seeking a creative, organized, and motivated individual to become an essential member of the Bureau of Performance Assessment and Improvement (BPAI). This is a highly professional position located in the Division of Public Health Statistics and Performance Management (PHSPM), BPAI. The incumbent works in a cooperative manner with the BPAI Chief, BPAI Strategic Planning Manager and Department staff as the BAPI Quality Improvement Manager. This position requires the incumbent to be knowledgeable of performance improvement tools, quality improvement practices, and management techniques. The incumbent works across the Departments various divisions to develop, implement and monitor a comprehensive performance framework and quality improvement strategies to advance the Department’s strategic priorities.

This position requires excellent communication, computer and data analysis skills; and the ability to work independently and effectively with Department personnel providing consultation to State Health Office Divisions, Bureaus/Offices, and county health departments by responding to customers' requests for technical assistance in the core areas of performance management and quality improvement.

Your Specific Responsibilities:

This is a professional position that serves as the manager of the Performance Management and Quality Improvement Section in the Bureau of Performance Assessment and Improvement. As the section manager, this position is responsible for managing the core performance management and quality improvement components of the Department of Health's (Department) Performance Management System.

Plan Manager: Responsible to develop, assign, conduct, monitor and evaluate activities and tasks required to successfully implement the Agency Performance Management Quality Improvement Plan. Lead working groups and provide technical support to individual's assigned responsibility for individual action items. Prepare and present reports on plan progress at least quarterly.

Performance Management and Consultation: Provide consultation to Central Office Divisions, Bureaus/Offices, and county health departments by responding to customers' requests for technical assistance in the core areas of performance management and quality improvement. This includes assisting with and coordinating performance management council activities as needed.

Process Improvement: Responsible to develop, implement, and improve tools and resources agency-wide, to build capacity for performance improvement. This includes web resources, training, sharing best practices, and technical support to program offices and CHDs.

Agency Performance Management Council Meetings: Coordinate the Performance Management Council (PMC) by serving as the administrator. Convene regular meetings, set agendas, develop and analyze performance data for the council, design and implement the necessary PMC processes and systems.

Individual Development: Responsible for keeping abreast of advances in performance improvement tools and techniques; quality improvement practices in management and supervision techniques, and effective communication strategies.

Incumbent is assigned a Purchasing Card and will follow Florida Law, purchasing policies of the Department of Health, and the purchasing guidelines for using the Purchasing Card.

Completes other duties as assigned.

Qualifications:

Preferred –

  • A bachelor's degree from a college or university and three or more years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • Experience providing highly effective customer service.
  • Program/project/personnel management experience.
  • Professional experience in public health, health care, education or community economic development.
  • Expertise with the Microsoft Office suite of desktop applications including Teams, Word, Excel, PowerPoint and Outlook.
  • Knowledge of relational database environments and/or web-based application development.
