Overview:
The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.
The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Duties & Responsibilities:
- Reviews pari-mutuel, cardroom, and slot machine occupational and business license applications to ensure accuracy, completeness and applicant eligibility, and takes corrective action as necessary. Verifies and notifies appropriate division personnel of applications that are ready for approval.
- Answers general public and field personnel inquiries regarding pari-mutuel, cardroom, and slot machine occupational licensing laws, rules and/or policies and procedures. Responds to customer inquiries assigned through the OnBase Escalation system within a twenty-four hour time period.
- Creates cash batches for occupational license fees on a daily basis. Assures cash batches are hand delivered to the Commission's revenue processing section daily. Escalates issues with deposits and batches to the Licensing Administrator and/or Chief of Operations as needed.
- Documents all licensing related errors/problems in a monthly statistical report delivered to the Licensing Administrator, Chief of Operations, and all PMW Regional Managers.
- Handles all debit memoranda for payments for pari-mutuel and cardroom occupational licenses deemed "non-sufficient funds" by the bank. Maintains records of all completed and outstanding debits.
- Processes all refund requests for the Licensing Administrator's review and approval. Takes appropriate action in the Commission's licensing database.
- Reconciles the daily Auto Apply Cash reports. Ensures fees are assigned properly in the licensing database.
- Reviews the Unassigned Cash report on a monthly basis. Assigns the fees when possible; documents fees that cannot be assigned.
- Reports any discrepancies or errors with the Commission's licensing database to the Licensing Administrator and creates IT tickets when necessary. Assists with the testing of configuration changes made to the licensing database.
- Processes National Racing Compact license applications.
- Monitors the issuance of license form control numbers and addresses any discrepancies.
- Assists the Licensing Administrator with the maintenance of licensing procedural manuals for occupational licenses. Assists the Licensing Administrator with preparing training materials for field licensing staff and in-house employees as needed.
- Performs special projects and duties as assigned by the Licensing Administrator and the Chief of Operations.
Knowledge, Skills & Abilities:
- Must have computer skills to effectively utilize Microsoft Word, Outlook, Excel, and Internet Explorer software programs and competency in the operation of standard desktop computers, laser printers, and optical scanners.
- Ability to operate contemporary desktop computers, laser printers, and optical scanners.
- Ability to communicate effectively orally and written.
- Ability to read, analyze, and interpret rules, regulations, laws, etc.
Minimum Requirements:
- Five (5) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work, of which one (1) of the years of experience must be reviewing and/or researching licensure applications to determine eligibility for the approval of occupational or professional licenses.
- An associate degree can substitute for two (2) of the required years of professional experience. A bachelor’s degree can substitute for four (4) of the required years of professional experience.
Preferred Qualifications:
- Preference will be given to individuals fluent in both English and Spanish.
- Preference will be given to individuals with experience in the Pari-Mutuel Wagering industry.
- Preference will be given to individuals with training experience.
