  • This is a highly responsible position tasked with supporting statewide Child Protective Investigations (CPI) Operations. This position is tasked with development of CPI statewide policy, assisting with special projects, implementation activities, and special case reviews for the CPI team. The incumbent for this position will have extensive child welfare knowledge, specifically in child protective investigations. This position will serve at the direction of the Policy Manager and support the policy team operations. 
  • Lead, plan, design, and monitor effective policy development strategies for large child welfare projects and special initiatives. Develop change management activities designed to build a culture of performance and innovation. Work with regional teams, training team, Office of Quality and Innovation, HR, and IT in the formulation of plans and activities to support policy development and implementation.
  • At the direction of the Policy Manager, partners with Regions to drive process and performance improvements; identifies root causes to issues and recommends concrete solutions that increase organization capacity.
  • Prepares, analyzes, and distributes legislatively mandated reports related to Child Protective Investigations
  • Assists in development and implementation of statewide operational plans, to include performance indicators and outcome measures that addresses federal and state legislation and best practice standards.
  • Prepares, analyses, and reports on issues confronting child protection and works to develop alternative policies and/or programs for addressing these issues.
  • Assists in development, implementation, and oversight of special initiatives consistent with the direction of the Governor, the Legislature and the Secretary of the Department, and Assistant Secretary of Child and Family Well-Being.
  • Assists in the development of reports, briefing sessions, seminars, and other media for communicating to the Assistant Secretary for Child and Family Well-Being, legislature and general public concerning the present and future status of child protection.
  • Completes specialized case reviews on high profile cases, identifying case specific as well as systemic challenges needing to be addressed to effectuate change.
  • Other duties as assigned. 

REQUIREMENTS

This position requires strong written and oral communication skills, time management skills, knowledge of the Child Protective Investigative policy and practice, and the ability to work collaboratively to coordinate information from various sources into one response.

  

Essential Job Functions

 

  • Develop, draft, and amend CPI operating procedures and administrative rule documents.
  • Read, understand, and apply complicated and detailed regulations, and policy directives.
  • Establish and maintain cooperative working relationships with internal and external stakeholders.
  • Prepare clear, concise, and accurate records and reports.

 

Education Requirements:

Bachelor’s degree or higher in social work or related area of study from an accredited college or university required.

 

Work Experience Requirements:

At minimum,5 years’ experience working as a child protective investigator along with extensive child welfare knowledge, specifically in child protective investigations.

 

SOFTWARE PROFICIENCY:

Microsoft Office suite of programs.
