This highly independent analytical position provides policy guidance of the licensing program within Child Care Regulation. This position is responsible for coordinating the development and implementation of the Department's child care licensing health & safety standards for facilities and homes.

 

Specific Duties and Responsibilities include:

  • Develops and interprets policy and administrative rules pertaining to and in support of federal and state legislation, law, rules, and regulations that pertain to child care facilities and homes.
  • Conducts bill analysis and assists in the coordination of information or data that are responsive to legislative requests. This includes recommendations for and preparation of legislation needed to support overall improvement in the operation of child care facilities and homes, both federal or state; preparation of analyses of other related legislative issues that impact this program.
  • Coordinate and conduct the training and system components with each of the other major functions within the Office of Licensing- Child Care Program, including internal and external program liaisons, budget, and contracts.
  • Provides consultation and technical assistance to ensure proper interpretation and implementation of legislation, administrative rules, policies, and procedures.
  • Review petitions for waivers of administrative code submitted by the Agency Clerk, and complete recommendations for approval or denial based on supporting documentation.
  • Takes lead on special projects/assignments to include issue briefs, research, program efficiencies, and other special assignments as requested.
  • Participates on the Office of Licensing Program and Policy team to develop program goals, initiatives and promote communication and transparency within the program statewide.
  • Train and mentor licensing staff positions out-posted in the regions.
  • Identifies improvements and strategies, and corrective actions necessary to ensure program effectiveness and efficiency.
  • Provides guidance and technical assistance for overall coordination in collaboration with program analysts.
  • Participates in regional visits and statewide activities with the CC licensing Office, including team monitoring, district interventions and statewide training.
  • Performs related duties as required. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of child care licensing and training policy and procedures.
  • Knowledge of statutory and administrative rule language and legal opinions related to child care licensing.
  • Ability to review and comprehend program policy, statutes, rule, legal opinions, etc.
  • Possess skills to effectively research related information for technical assistance and support to licensing staff throughout the state. 

MINIMUM QUALIFICATIONS:

  • A bachelor's degree from a college or university and four years of professional experience in child care licensure, legislative analysis, systems analysis, management analysis, program planning, or program research.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
  • 1-2 years of experience with licensure or child care programs, preferred.
