The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Office of Licensing is the regulatory authority responsible for the oversight of the licensure and regulation of all child-placing agencies, child-caring agencies, and foster homes in the state. The statewide system of care is dedicated to ensuring a healthy and safe environment for children placed in these settings and improving the quality of care through regulation and consultation.

THIS IS NOT A TELEWORK POSITION.  CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

 

This is a highly responsible and professional position that will serve as the Operations Review Specialist on the Licensing team. This position requires extensive knowledge of state and federal foster care, licensing, guardianship policies, rules and regulations, national child welfare issues and initiatives, child welfare programs, and other State and local governmental, and public entities involved in the delivery of social/public assistance services.  This position is responsible for coordinating the development, and implementation of the department's  foster and community settings (foster home, child-caring agency (group home), and child-placing agency programs), and the guardianship assistance program.

  

Specific Duties and Responsibilities include: 

 

  • Develops and interprets policy and administrative rules pertaining to and in support of federal and state legislation, law, rules, and regulations that pertain to Community-Based Care, including licensing placement, relative/non-relative caregiver and group care issues.
  • Develops and amends administrative rules related to licensing in order to assure the effective and efficient operation of the programs. Review petitions for waivers of administrative code submitted by the Agency Clerk, and complete recommendations for approval or denial based on supporting documentation.
  • Responds to all statewide licenising and regulation policy implentation questions and issues (licensed and non-licensed settings).
  • Serves as "content expert" on licensing (in licensed and non-licensed care) related to the Comprehensive Child Welfare Information System (CCWIS).
  • Analyze data needs and makes recommendations concerning the use of information and data from CCWIS. Coordinate with Information Technology systems staff to ensure the availability of the technical components necessary for daily case management responsibilities.
  • Serves as the Department's "point of contact" and liasion for the Quality Parenting Initiative (QPI), Florida's Foster and Adoptive Parent Association (FAPA), Florida's Association of Christian Child Caring Agencies (FACCCA) .
  • Conducts bill analysis and assists in the development of legislative requests. This includes recommendations for and preparations of legislation needed for federal legislation and improvement in the operation of fostor homes and group care facilities; preparation of analyses of other related legislative issues that impact this program.
  • Assists in the development and update of state and federal plans which impact out-of-home care (licensed and non-licensed), and evaluates the outcome measures for these program components, including the determiniation of data needs, collection methods and analysis.
  • Provide technical assistance to child-placing agencies, to include Community Based Care (CBC), and child-caring agencies (group homes) in the area of licensing and placement of children. 
  • Participates in regional visits and statewide activities with the regional licensing team, including individual monitoring, training, providing technical assistance, and making recommendations for quality improvement and quality integrity.
  • Other duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge in Florida Statute Chapter 39 and 409; Florida Administrative Code 65C-44, 45, and 46, and the Federal Child Welfare Manual.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities. 
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Efficient in the Comprehensive Child Welfare Information System

 

MINIMUM QUALIFICATIONS:

  • A bachelor's degree from a college or university is preferred and four years of professional experience in a behavioral health, public administration, or public health field is preferred. 
  • A master's degree from a college or university can substitute for one year of the required experience. 
  • Two years of experience with business or technical writing. 
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
  • Child Welfare Certification pursuant to F.S. 402.40.
