Your Specific Responsibilities:
This is a professional position in the Vendor Management unit of the Bureau of WIC Program Services. This position performs highly responsible, complex administrative and consultative work providing operational and management coordination of vendor compliance and enforcement activities for the WIC Program. The work requires a high degree of initiative, independent decision making, judgment, accuracy and understanding of program operations. This position is 100% supported by the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) grant and the incumbent in this position is responsible for the following tasks:
Assists in the planning, coordination and conduct of monitoring, audits and other special investigations for the state vendor management unit and local WIC agencies following review and analysis of WIC EBT redemption data, information provided by field staff, other government agencies, and other sources that suggest potential fraud and/or violations of program statutes, rules and regulations. Monitoring is conducted through on-site visits to retail grocers and local agencies as well as in the office. Maintains accurate and detailed documentation of all compliance-related activities and tracks investigations to their timely conclusion. Participates in the planning and coordination of program compliance activities with federal, state, and local investigative agencies.
Reviews, evaluates and interprets statutes, administrative rules, program policies, procedures and related directives to determine the operational impact on vendor compliance activities and makes recommendations to program administrators. Identifies potential problems, consults with staff members to develop solutions, and recommends specific, appropriate actions to resolve or improve operational issues and problems. Develops implementation strategies, methods, policies and procedures to ensure compliance by vendors with federal and state statutes, rules and regulations.
Coordinates planning for the development, modification and maintenance of the vendor management component of the WIC data system as well as office automation projects. Prepares requirement specifications for system changes that comply with state operating procedures and federal guidelines. Establishes operational policies/procedures for system use.
Provides technical assistance to retail grocers (vendors), local WIC agencies, other federal, state or department staff and participants about vendor management through training, on-site visits, written and electronic communication or via the telephone. Provides training and technical assistance to local agency staff involved with compliance promotion and enforcement activities. Serves on work teams to solve operational and programmatic issues.
Responsible for training content and preparation of training materials used for vendor, vendor manager and the public. Develops training outlines, training products and updated presentations when program requirements change or are updated. Responsible for the management and implementation of training in the TRACK IT system used by vendors, vendor managers and the public.
Plans and coordinates the development and production of reports (including ad hoc and online reporting systems) for management and evaluation of vendor operations. Evaluates the methods used to analyze and report programmatic data and makes recommendations to refine and improve the data, data collection and data reporting.
Investigates cases of potential fraud, program abuse or program violations. Research may require the incumbent accessing Facebook, Craigslist, or other social media websites to identify, track and document potential WIC fraud and abuse. Collects evidence and recommends corrective actions or penalties as appropriate.
Writes and reviews reports, correspondence and other written materials as required. Specifically prepares reports and correspondence related to compliance and enforcement actions and activities including the federally required TIP report.
COOP/disaster planning/coordinator for Bureau and LA. Assists in the planning and execution of COOP activity for the Bureau and LA to include procedures to identify status of participant support by state region.
Maintains and improves professional knowledge and skills through participation in staff meetings and through other staff development activities.
Assists the department’s attorneys with preparation for administrative hearings regarding enforcement actions by compiling evidence, preparing case summaries, and serving as an expert witness for the state.
Preparation and approval of the Bureau’s purchasing. Complies with federal and state purchasing requirements. Performs reconciliation duties. Maintains documentation.
Performs other related duties and responsibilities as required.
Required Knowledge, Skills, and Abilities:
Knowledge of: quality improvement principles and techniques; the principles of public health administration, planning and regulation; the methods of data collection and analysis; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.
Skill in: the use of microcomputers and standard software programs; public speaking and communicating technical information at appropriate levels to different audiences.
Ability to: understand and apply applicable rules, regulations, policies, and procedures; think critically; compile, organize, analyze and evaluate data; organize data into logical format for presentations, reports, and documents; develop reports, manuals, policies and procedures; review data for accuracy and completeness; develop objectives, strategies, plans and effectively implement; review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency; implement corrective actions and evaluate the results; present negative findings in an effective manner; conduct basic research; utilize problem solving techniques; provide consultation and expert advice; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products; communicate effectively, verbally and in writing; establish and maintain effective working relationships; and work independently.
Qualifications:
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
