Your Specific Responsibilities:
This is a highly responsible professional position providing guidance and oversight of the bureau's operating budget and fiscal functions. The incumbent performs independent and complex work relating to the administration of the bureau's grants and general revenue monies, ensuring the bureau's programs stay within their budget authority and understand the fiscal guidelines, policies and procedures for monitoring grants and expenditures. This position works under the supervision of the Chief of the Bureau of Family Health Services in the Division of Community Health Promotion. Duties include, but are not limited to the following:
Directs and monitors the bureau's and five unit's operating budget. Prepares monthly Spending Plan and consults with bureau staff regarding expenditures of grant funds through Spending Plan analyses, identifying projected deficits and implementing corrective actions. Prepares and monitors bureau grant cash analyses and reviews/reconciles quarterly grant/cash analyses from Revenue Management as required ensuring necessary cash to support budget allocations. Provides recommendations for operating budget allocations and coordinates all bureau fiscal and budget functions with the division's Financial Manager.
Reviews bureau Personnel Classification actions, ensuring actions stay within grant funding, budget authority for positions and accuracy of funding codes.
Works with bureau staff to develop annual legislative budget requests. Prepares grant analyses for grants within the bureau, provides technical assistance to bureau staff regarding tracking grant expenditures and assists in getting operating budget allocations necessary to expend the grant funds by preparing internal budget actions (IBAs). Works with bureau staff to resolve issues regarding grant expenditures and Schedule C allocations to the county health departments, ensuring compliance with appropriation allocations and grant awards.
Provides technical assistance to bureau program staff regarding budget and grant cash. Monitors, reviews, and analyzes grant application/awards, contracts, and contract amendment actions to ensure funding, budget availability, OPB forms are completed and proper coding. Identifies potential budgetary problems and is liaison with division's Financial Manager in resolving identified problems.
Provides guidance, assistance, and training to bureau staff in the use of department on-line financial systems to allow program staff to better manage their budgets and expenditures and to understand the department’s finance and budgetary processes.
Conducts on an on-going basis, the fiscal activities related to the Bureau of Family Health Services (surplus/deficit reports and meetings with program staff; Spending Plans; FFRs; SAMAS; FIS; RDS Reports for CHDs; Grant Reconciliations; PCard; Schedule C balances and adjustments; Purchase and travel reviews and approvals; JTs; MFMP account set ups, reviews and approvals; Encumbrance reports; Contract 1122 reviews; Phone bill reconciliation; Grant budget reviews; etc.
Completes all assigned projects in an efficient, thorough, and thoughtful manner, ensuring accuracy of information and the meeting of designated time frames. Prepares reports and analysis and recommendations as needed.
Establishes functional working relationships with associated bureau, division and departmental areas and performs other duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of the methods of budget analysis and management, as well as contract management; ability to evaluate and analyze budget data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management program practices; ability to organize financial information into logistical formats for presentation in reports, documents, and other written material; ability to conduct fact-finding research; ability to utilize problem-solving techniques; ability to work independently; ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; ability to plan, organize and coordinate work assignments; ability to communicate effectively; ability to establish and maintain effective working relationships with others; knowledge of contract manager skills and responsibilities.
Qualifications:
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
