Duties and Responsibilities:

  • This position is 100% of time dedicated to function as the Budget Analyst for the Refugee Health Program in the Bureau of Epidemiology. This position, under the supervision of the Administrator, is a specialized professional position providing independent and complex fiscal, administrative and consultative work. The position requires strong communication and writing skills and proficiency with Microsoft Excel, Word and Outlook. This individual is responsible for the knowledge of grant and contractual agreements and all documents related to the program’s fiscal operations; serves as the liaison between headquarters and the county health departments and coordinates activities and correspondences as required. The employee in this position must have a working knowledge of the Department’s fiscal policies and procedures and ability to travel. The job functions include operational and fiscal coordination of statewide efforts for the Refugee Health Program.
     
  • Coordinates and assists with Program budget management including the reviewing and monitoring of monthly revenues and expenditures, county staff time coding and payroll allocations, reimbursement reports; and reviewing and completing  program invoices for reimbursement, prior to submission for payment. Communicates with county-level program and budget contacts regarding budget matters and provides guidance and technical assistance as requested. Coordinates and communicates with the Department’s Office of Budget and Revenue Management on fiscal tasks and assignments.
     
  • Develops Program mandated contractual agreements for the procurement of the Program’s vaccines, provides oversight of the vaccine inventory, maintains on-going communication with the county health departments on inventory, the Vaccine for Children Manager; and develops other contractual agreements as needed.
     
  • Performs data analysis and quality assurance, report writing, grant writing, and other writing assignments, including but not limited to Office of Refugee Resettlement grant, semi-annual grant reports, grant project reports, and program guidelines.
     
  • Plans, organizes, and evaluates current program policies and procedures, making recommendations for improvements.
     
  • Provides technical assistance and consultative services for development, implementation, evaluation, and expansion of program services.
     
  • Develops content for the Refugee Health Program website, provides annual updates to the Refugee Health Program Guidelines, creates fiscal tools and resources as needed, and provides updates on the statewide bi-monthly conference calls.
     
     
    Knowledge, Skills and Abilities:
  • Knowledge of fiscal management principles and practices and analysis.
  • Ability to collect and analyze budget information to appropriately expend funds, develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; organize information into logical format for presentation in reports, documents, and other written materials; conduct budgetary analysis monthly; utilize problem-solving techniques; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; work independently; plan, organize and coordinate work assignments; communicate effectively both verbally and in writing and establish and maintain effective working relationships with others.

  • Contract Manager – Serves as contract manager as required by Section 287.057(15), Florida Statutes.
  • Purchasing Card – Assigned Purchasing Card responsibilities.
  • Purchasing – This position is responsible for the preparation of purchasing and the approval of purchasing.
