Position Overview and Responsibilities:

This position requires professional work identifying and analyzing complex problems and providing operational and consulting services to state agencies regarding the leasing of public and private real property. This position serves as the key contact for all leasing matters and ensures compliance with Florida statute and administrative code.

 

Ensure agency leases (private, other governmental, public and land) are in accordance with applicable rules, statutes, and policies.
Conduct a high-level review and make recommendations to management on lease action requests. Ensure all leases are reviewed for relocation to state space and actively and aggressively review the status of vacant space in state pool buildings to ensure agencies relocate to those spaces.
Generate lease and supporting documents for public lease actions.
Perform data entry of lease actions into the DMS facility management software.
Perform data entry of payment schedules into the DMS facility management software.
Assist with space planning and understanding customer space needs.
Utilize dashboards and generate reports within the DMS facility management software to ensure that lease data is up to date and recorded accurately.
Monitor and track rent/square footage changes and manage data spreadsheets related to assigned lease actions.
Provide high quality customer service to agencies, assist with bid development and approval, attend bid openings, and perform monthly monitoring appointments with assigned agencies. Proactively track the status of unexpired leases.
Develop and champion leasing program process improvements.
Document and retain policies and procedures in the form of manuals, playbooks, videos, slide presentations, or other formats as appropriate.
Assist agency customers in document creation, distribution, and lease negotiations, where necessary.
Perform market analyses when necessary to offer recommendations to agency customers related to lease rates and comparable market rates.
Travel to DMS-managed facilities and conduct lease negotiations as required.
Performs other related duties as required. 

 

Knowledge, Skills, and Abilities:

Highly skilled at customer service.
Basic knowledge of commercial lease finance, concepts, and terminology.
Knowledge of building and facilities management.
Intermediate, or above, skill in the use of productivity software and web applications.
Excellent analytical skills.
Strong problem solver with knowledge of Florida statutes and Florida Administrative Code.
Ability to conduct fact-finding research, utilize problem-solving techniques, work independently, plan, organize and coordinate work assignments and communicate effectively.
Ability to model behaviors of Accountability, Communication, Empowerment, Flexibility, Integrity, Respect and Teamwork.
Valid and applicable driver’s license is required.
Procurement and contract review experience preferred.

 

Minimum Qualifications:

Bachelor’s degree from an accredited college or university and one year related, professional experience. Experience in a real estate related field, construction or general services can substitute, on a year-for-year basis for the required college education.
This position requires prolonged periods of time walking, standing, sedentary work and repetitive motion and ability to drive and/or fly for long distances.

Adheres to safety awareness policies in the workplace, views safety videos when presented and attends required safety meetings.  Practices lessons learned on a daily basis to avoid accidents.
