What Will I Be Doing?

The Operations Review Specialist (ORS) works within the Systems Evaluation Unit under the supervision of the Operations Services Manager (OSM). The ORS works in partnership with Quality Control Analysts and ISA staff to maintain the overall functionality and efficiency of HSMV software applications and systems in accordance to Florida statute, DHSMV rule, policy and procedures. The ORS is responsible for helping the Department meet its strategic goals by providing project management support to the Systems Evaluation Unit. The ORS will directly assist the Quality Control Analyst team in executing various forms testing which includes user acceptance testing, sprint testing, regression testing, and end-to-end system testing. The ORS helps to isolate and document the cause of systematic issues as well as recommends a solution for ISA to implement. Before release of code changes to the DHSMV production environment, the ORS reviews and approves or accepts that the system’s integrity is maintained, and the issue is resolved. The ORS is responsible for assisting the OSM in maintaining the integrity of the lab environment as well as documenting requirements and requests and developing written communications and analytical reports. The ORS will be responsible for maintaining timely and effective communications with managers, the unit, ISA, other bureaus, and external stakeholders.


Knowledge, Skills and Abilities

  • Knowledge of Florida statutes and HSMV rules, policies, and procedures related to driver licenses and motor vehicles.
  • Skill in the use of Microsoft Office applications such as Word, Excel, PowerPoint, and MTM (Microsoft Test Manager).
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-time Vehicle Information System (FRVIS), Motorist Maintenance (MM), Virtual Office (VO), and/or Online Registration and Identity Operating Network (ORION) applications.
  • Ability to facilitate medium to large groups of people at various organizational levels for the purposes of planning, problem solving, or strategy development.
  • Ability to analyze and interpret technical and business data.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to provide technical assistance.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

  • Knowledge of project management methodologies related to technology improvements.


Preference will be given to applicants with the following

  • Experience testing system applications.
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-time Vehicle Information System (FRVIS), Motorist Maintenance (MM), Virtual Office (VO), and/or Online Registration and Identity Operating Network (ORION) applications and Blueprint.


Job-Related Requirements

This position may be required to work hours outside of the normal work schedule to include evenings and/or weekends.


General Information

The elements of the selection process may include a skill assessment and/or oral interview.

HSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
