 Our Organization and Mission:

The Division of Service Operations manages the Central Intake and Licensure unit, the one-stop shop for intake of applications and payments. The Division also oversees the Customer Contact Center (CCC), which handles all initial interaction conducted via telephone and e-mail. This position works within the Central Intake and Licensure as an Operations Review Specialist.

The Work You Will Do:

This is a professional position requiring a high level of skill, professionalism, responsibility and technical proficiency.  The position is responsible for reconciling all out of balance deposits received through the Bureau of Central Intake & Licensing (BCIL) as well as resolving credit card issues with the merchant services vendor requiring analytical, trending, and process improvement.  The incumbent in this position is essential to providing management with expert knowledge on changes to business processes, and management practices for all processes involving the receipt of payments by the bureau both physically and electronically.

Your Specific Responsibilities:

The incumbent in this position performs the following work and other related activities:

  • Reconcile and deposit all electronic payments within 24 hours of receipt.  Process all in-house deposits upon receipt.  Monitor all deposits made both physically by the BCIL and through the web portal to identify deposits that are not in balance with FLAIR.  Analyze, research, and reconcile all BCIL deposits that are out of balance with the state accounting system. 
  • Ensure that all credit card chargebacks are valid and that the payments have not been refunded or in the process of being refunded to the customer.  Process credit card chargebacks timely and accurately.  Conduct research of fiscal reports and records of deposits to monitor and resolve all credit card disputes filed with the BCIL from the merchant services vendor.  Track all activity for credit card disputes and the method of resolved outcome.  This requires that the incumbent be in communication with the customer, merchant service vendor, and internal business units.  Review and evaluate management practices as it relates to the handling and processing of remittances received by the bureau.
  • Handle deposits where fees are collected by a department authorized vendor.  Serve as the back-up to the cashier when the primary cashier is out of the office.  Process all unassigned cash reports distributed to the Bureau.  Provide monthly fiscal analysis of all payments by payment method that provides a comparison trend using the same measurement period for the previous four years.  Provide accurate fiscal reports to management based on measurement trends and analysis and make recommendations and interpretations regarding solutions for business process improvements.    
  • Monitor all payments activity for abnormalities and report such findings to the Manager and Bureau Chief.  Coordinate and receive approval from the board on chargeback payments and document all such actions.  Assist external and internal customers through research and intervene, as needed, to resolve deposit problems quickly and accurately.      
  • Serve as backup validator in the Revenue unit. Maintain digital code book and assist Revenue Supervisor in review of profiler code books to ensure all information is up-to-date and mirrors the information and formatting as reflected in the primary code book. Conducts annual review on the code book to ensure that training documents are effective and accurate.
  • Performs other related duties, as required.     

Knowledge, Skills & Abilities:

  • Knowledge of state accounting laws and processes.
  • Ability to research, understand and apply applicable state statutes an rules. 
  • Skilled in the use of personal computer, Microsoft Office products and state accounting systems. 
  • Ability to clearly communicate and make presentations, understand and adapt to various technical systems and system report ordering skills.

Minimum Requirements:

  • Must have experience in researching   and resolving revenue related material; and
  • Must be proficient in Microsoft Office Suite; and
  • Must have a working knowledge of DBPR’s remittance depositing and allocation processes.
