The Work You Will Do

This position primarily acts as a compliance manager for the Bureau of Elevator Safety (BES) in the Division of Hotels and Restaurants. This position is responsible for assisting with coordinating, monitoring, evaluating, and providing consultative services and technical assistance for the regulation of elevator industries.

 

The specific duties and responsibilities as the Compliance Manager are:

  • Receives inquiries from state Inspectors wishing to issue a citation and conducts high level research in both Versa: Regulation and OnBase to verify if the subject of the proposed citation is currently unlicensed, determines if a citation is the best option given the specific circumstances or processes the inquiry as an Administrative Complaint.
  • Enters the case data into Versa: Regulation and tracks cases to completion, sending follow-up correspondence, recording payments, and verifying the offender status of the cited entities.
  • Prepares Administrative Complaints in cases where Citations are not appropriate, including research, consulting with the Division’s legal counsel, entering the information into Versa: Regulation and mailing of the complaints.
  • Acts as the Bureau’s settlement officer for Administrative Complaints and ensures all legal procedures are followed.  Consults with the bureau chief, inspection supervisor and legal counsel with regards to procedures and training needed to properly implement the citation and administrative complaint program

This position also acts as Assistant Rules Coordinator and Customer Relations Technician for the Division. Assistant Rules Coordinator duties include:

  • Identify and provide recommendations for improvement in current rules and assist with developing annual regulatory plans and completing annual rule review for Bureau of Elevator Safety rules. 
  • Assist with researching, developing, and drafting Bureau of Elevator Safety administrative rule language, regulatory cost analysis and fiscal impact statements, and preparing and processing filings for Bureau of Elevator Safety rules with the Department of State, Governor’s Office of Fiscal Accountability and Regulatory Reform, Joint Administrative Procedures Committee and any other entity required by law.
  • Schedule and organize Bureau of Elevator Safety rules workshops and hearings.
  • Assist with maintaining advisory council and stakeholder outreach and communication for Bureau of Elevator Safety rules.
  • Processes rule amendment notices for food and lodging rules. 

 

Customer Relations Technician duties include:

  • Assist with research and provide information to resolve constituent issues relative to the Bureau of Elevator Safety for legislators or for legislative issues.
  • Performs research and responds to constituent issues and complaints received from the Executive Office of the Governor.
  • Respond to written and telephone inquiries from the general public, licensees, and other state and federal agencies. 
  • Assist with checking consumer complaints filed through the DBPR Portal and the division’s DHR.Info e-mailbox.
  • Assist in handling and responding to media inquiries and fulfilling public records requests. 
  • Has primary responsibility for Bureau of Elevator Safety public records requests. 
  • Serves as backup to DHR Legislative Liaison with responsibility for analysis of bills relating to the Bureau of Elevator Safety.

 

Enhance and maintain professional knowledge and competency. Performs special duties, assignments and other related work as required.

 

Knowledge Skills and Abilities:

Knowledge of basic management principles and practices as it pertains to the Division of Hotels and Restaurants, Bureau of Elevators. Skilled in the use of software, desktop hardware to enhance personal & organizational performance, (spreadsheet, word processing, scheduling, e-mail, licensing & internet applications & other technology required by the department.)  Skilled in performing settlement officer duties.  Ability to conduct fact-finding research.  Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities. Ability to plan, organize and coordinate work assignments and to work independently. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.

Minimum Requirements:

  • 3 years or more proficiency in Versa: Regulation and On-Base; and
  • 3 years or more proficiency with Microsoft Office software (Word, Excel, Outlook and PowerPoint); and
  • 2 years or more proficiency with DBPR administrative compliance enforcement activities.

Preferred Qualifications

  • Bachelor degree in any area; OR
  • Two-year Associate degree in culinary or hospitality management; OR
  • One or more years of industry-related experience.

 

 **Industry-related experience is considered to be hotel or restaurant management, restaurant or lodging operations, field or laboratory experience in environmental or public health, food sanitation or quality control.
