Public Employees Relations Commission:

The Public Employees Relations Commission (PERC) is a small, independent, quasi-judicial agency that adjudicates and facilitates mediation of public sector labor and employment disputes.  PERC also performs other essential non-adjudicatory functions such as registering labor organizations (unions) and conducting secret ballot elections throughout Florida for state and local government employees voting for or against establishing or maintaining union representation.

 

Position Overview and Responsibilities:

This is an OPS (Other Personal Services) type position that assists with scheduling, planning, carrying out, and coordinating secret ballot elections when public employees express the desire to be represented by a union.  This position will assist PERC’s Election Division directly as well as be support in the Clerk’s office and other areas when needed or required.

 

Responsibilities, duties, and activities may include, but are not limited to, the following:

  • Assist with planning, coordinating, and executing public sector labor elections throughout the State of Florida when public employees express the desire to be represented by a union.
  • Putting ballot packets together, labeling, and making copies.
  • Assists in the establishment of a sound election procedure which is consistent with the Commission’s elections procedures and rules.
  • Helps with computing election costs and billing parties accordingly.  Assist with maintaining cost records.
  • Assist with conducting secret ballot elections.
  • Drafts various types of orders issued by the Commission.
  • Replies to verbal or written requests concerning elections.
  • Helps file election materials and maintain supplies.
  • Assist in processing showing of interest cards.
  • Provide assistance with the creation of new case files.
  • Enter and maintain accurate case information in Case Management System and backup filing system.
  • Docketing incoming electronic and paper filings.
  • Maintaining daily case logs and digital records as required.
  • Handling and scanning incoming mail as necessary.
  • Cover and handle multi-line phone system when needed for reception area.
  • Performs related work as required.

 

Knowledge, Skills, and Abilities:

  • General knowledge of the basic principles of labor relations, or an ability to quickly learn and adapt to this knowledge.
  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the methods of data collection.
  • Knowledge of general office equipment, Microsoft Office Word and Excel, computers, copiers, and other various office equipment. 
  • Ability to collect, evaluate and analyze data. 
  • Ability to organize data into logical format.
  • Ability to compose correspondence.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently, and also work cooperatively as a team member and to contribute to the efficient functioning of the agency.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to labor relations functions.
  • Ability to plan, organize, and coordinate work assignments in a logical order of importance to work, completing high priority assignments first.
  • Ability to communicate effectively, and deal tactfully and courteoussly with others.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to prepare reports.
  • Ability to perform repetitive, detailed work with accuracy for extended periods of time.
  • Ability to manage sensitive matters with high level of confidentilality and discretion.

 

Other Job-Related Requirements:

  • Able to work various hours when needed outside of normal workday to accomplish job duties pertaining to public sector elections.
  • Must be able to lift and carry 30-40 lbs.
  • Must be able to pass a level 2 background check.
