The Work You Will Do:


DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for an OPS Application Systems Programmer IThe role of this position is to deliver support to end users in the organization about how to use various types of software programs efficiently and effectively in fulfilling business objectives. This includes troubleshooting applications and software for all internal customers, such as operations, development, and other business units. The position will also assist in the design, delivery, and improvement of in-house software applications training programs and related courseware. The position is also responsible for writing, coding, testing, and analyzing software programs and applications. This includes researching, designing, documenting, and modifying software specifications throughout the production life cycle. The position will also analyze and amend software errors in a timely and accurate fashion and provide status reports where required.

Your Specific Responsibilities:


Specific duties and responsibilities include:


  • Assist developers, analysts, and designers in conceptualizing and development of new software programs and applications.
  • Assist in the preparation and documentation of program requirements and specifications.
  • Research and document requirements of program users.
  • Consistently write, translate, and code software programs and applications according to specifications and the standard procedures of the Application Maintenance team.
  • Run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
  • Administer critical analysis of test results and deliver solutions to problem areas.
  • Assist in the development and maintenance of user manuals and guidelines.
  • Write programming scripts to enhance functionality and/or appearance of company Web site and/or related Web applications as necessary.
  • Delete code script from company Web site and/or related Web applications as necessary.
  • Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
  • Create and present application, research and/or other findings to team members/executive management in an effort to provide training, help enable the transfer of institutional information to team members and/or make recommendations for future implementation.
  • Recommend, schedule, and perform software improvements and upgrades.
  • Liaise with network administrators, systems analysts, database administrators, business analysts, and software engineers to assist in resolving problems with software products or company software systems.
  • Create and deploy feedback mechanisms for end users. Analyze results, make recommendations for support process improvement, and implement changes.
  • Field incoming problem tickets from end users to resolve application and software issues within servers, databases, and other mission-critical systems.
  • Prioritize, schedule, and administer all instances where enhancements and defect resolution are required.
  • Record, track, and document the problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution.
  • Evaluate documented resolutions and analyze trends for ways to prevent repeated future problems.
  • Communicate application problems and issues to key stakeholders, including management, development teams, end users, and unit leaders.
  • Test fixes and perform post-resolution follow-ups to ensure problems have been adequately resolved.
  • Maintain and enhance performance of all new and existing software and applications across the organization.
  • Identify and learn appropriate software applications used and supported by the organization.
  • Coordinate with Application Maintenance manager to assess departmental application training needs and objectives.
  • Participate in the design, development, and delivery of software applications training programs and individual classes.
  • Post software updates, drivers, knowledge bases, and frequently asked questions to other OTIS resources to assist in problem resolution.
  • Provide support for the testing of new and existing software applications under development or consideration for purchase.
  • Apply diagnostic utilities to aid in troubleshooting.
  • Successfully participate within the Scrum methodology, acting as a Scrum team member/technical resource, to satisfy agreed-upon Sprint goal objectives.
  • During architecture, migration and upgrade activities, work non-standard hours to perform testing and migration activities, as to not disrupt the standard working day for users of the supported systems.
  • Perform other duties as assigned.

Minimum Qualifications:


  • College diploma or university degree in the field of computer science, information systems, or information technology
  • All positions within OTIS are considered to be positions of trust in accordance with Sections 110.1127 and 425.04, Florida Statutes.  The recommended applicant will be required to submit to and receive successful results on a background and fingerprint check.


Preferred Qualifications:


  • Working technical knowledge of programming languages, preferably PHP, Oracle PL/SQL, and other technologies, based off of need, as defined/designated by the Application Maintenance manager.
  • Database and operating systems experience with MS Windows and Oracle database.
  • Thorough understanding of Oracle and Microsoft’s platforms.
  • Solid working knowledge of current Internet technologies, including HTML, CSS, JavaScript, and AJAX.
  • Experience with JavaScript frameworks, such as jQuery or AngularJS.
  • Experience with responsive design frameworks, preferably Bootstrap.
  • Experience using code repositories, preferably Git.
  • Experience using continuous integration tools, preferably Jenkins.
  • Knowledge of trends in technology relating to software applications.
  • Good understanding of the organization’s goals and objectives.
