Position Overview and Responsibilities:
The selected candidate will work as part of a development team responsible for maintaining and enhancing the CSAB platform and related applications. This role requires strong full-stack development experience, the ability to troubleshoot complex systems, and collaboration with both internal technical teams and external stakeholders.

 

Key Responsibilities

  • Design, develop, test, and maintain enterprise applications supporting the CSAB system and SUNCOM telecommunications services.
  • Perform full-stack development for web-based applications using modern programming frameworks and tools.
  • Maintain and enhance existing applications to improve system performance, functionality, and reliability.
  • Develop and integrate RESTful APIs and web services to support application interoperability.
  • Develop and maintain database objects using SQL and PL/SQL.
  • Support application deployment and maintenance in Linux-based environments.
  • Participate in system analysis, requirements gathering, and technical design discussions.
  • Troubleshoot system issues and implement effective solutions.
  • Assist in the migration of CSAB applications from the State Data Center to a cloud-based environment.
  • Coordinate with internal teams and occasionally external customers to support application enhancements and operational needs.
  • Prepare technical documentation including system architecture, integration processes, and operational procedures.
  • Ensure applications comply with applicable security, privacy, and statutory requirements

Technical Understanding

  • Strong understanding of modern web application architecture and enterprise development practices.
  • Familiarity with identity and access management concepts such as:
    o    Single Sign-On (SSO)
    o    Multi-Factor Authentication (MFA)
    o    Authentication protocols (SAML, OAuth 2.0, OIDC)
  • Knowledge of secure authentication, authorization, and identity management best practices.
  • Understanding of network concepts relevant to enterprise application deployment.

Minimum Qualifications:

 

Required Qualifications

  • Bachelor’s degree in computer science, information systems, or a related field, or equivalent professional experience.
  • Minimum five (5) years of experience in full-stack application development.
  • At least five (5) years of experience supporting enterprise-level application development and maintenance.
  • Ability to pass a State of Florida criminal background screening.
  • Must meet qualifications defined under State Term Contract (STC) 80101507-23-STC-ITSA for IT Staff Augmentation services.

 

Preferred Qualifications

  • Experience supporting telecommunications or billing systems.
  • Experience with cloud migration projects or cloud environments (AWS, Azure, or similar).
  • Familiarity with identity and access management (IAM) technologies and integration standards.
  • Experience integrating enterprise systems with APIs, SaaS platforms, directories (AD/LDAP), or custom applications.
  • Familiarity with automation or scripting languages such as PowerShell or Python.

 

Additional Requirements

  • Knowledge of Chapter 282, Florida Statutes governing state information technology.
  • Understanding of records management and confidentiality requirements under Chapter 119, Florida Statutes.
  • Ability to maintain confidentiality of sensitive and protected information in accordance with Department policy.
