Position Summary
This is a highly responsible position within the Agency for Persons with Disabilities (APD) State Office. The role is primarily responsible for providing statewide coordination of the exemption process and background screening-related functions, including reviewing and processing exemption applications, ensuring compliance with statutory requirements, and provides technical support to APD staff, providers, and stakeholders. The position also supports broader background screening initiatives and serves as a key subject matter expert.
The Work You Will Do
Exemption Process Coordination
- Serve as an Exemption specialist for the APD provider background screening exemption process.
- Act as an Agency contact person for background screening exemption applications, with a primary focus on CDC+ related exemption applications and secondary focus on non-CDC+ exemptions.
- Review and interpret criminal histories from background screenings and determine eligibility in accordance with Florida statutes.
- Conduct searches and gather information from multiple systems to verify applicant background, including:
- Florida’s Criminal Case Information System (CCIS).
- Safe Families Network (FSFN).
- FDLE Sexual Offender and Predator System, Wanted Persons, and related databases.
- U.S. Department of Justice National Sex Offender Public Website.
- Maintain exemption profiles in the Agency for Healthcare Administration’s (AHCA) Clearinghouse and ensure accuracy of records in the Florida Department of Children and Families (DCF) systems:
- Caretaker Screening Information System (CSIS).
- WorkForce Management (WFM).
- Caretaker Screening Management System (CSMS)
- Compile and maintain monthly, quarterly, biannual, and annual exemption data; prepare reports for management as requested.
- Present exemption applications to management for review and the Agency Director for revie and final determination.
- Update provider eligibility in the Clearinghouse when offenses are deemed disqualifying.
- Coordinate with DCF on the processing of exemption applications.
- Participate in fair hearings and serves as the Agency’s key witness regarding exemptions.
Background Screening Oversight
- Serve as the lead for all APD provider and CDC+ representative background screening related functions statewide.
- Ensure compliance with statutory requirements for screenings related to DDC, CDC+, and APD General Program applicants.
- Provide guidance, technical assistance, and support to APD staff, CDC+ Representatives, providers, and other stakeholders.
- Respond to inquiries and provide direction regarding background screening processes.
- Process provider profile change requests in the Clearinghouse for CDC+ representatives and providers.
- Maintain and update agency Operating Procedures and desk manuals for all background screening functions.
Serve as back-up to the Arrest Alert Process Lead, including processing arrest alerts, assisting DDC staff, and preparing quarterly roster reports.
Assist with special projects and perform other related duties as assigned.
Minimum Qualifications
- High School Diploma or equivalent years of experience.
Knowledge, Skills, And Abilities
Knowledge of:
- Florida Statutes related to background screening and exemptions.
Ability to:
- Understand, apply, and interpret applicable statutes, rules, regulations, and policies.
- Analyze data and make judgments based on facts. This may involve flagging inconsistencies or discrepancies in applicant’s backgrounds.
- Use databases, search engines, and various systems to verify information and investigate potential discrepancies.
- Identify inconsistencies or errors in the information provided and ensure accuracy in reports.
- Utilize strong verbal and written communication skills to liaise with colleagues, applicants, agency leadership, and other stakeholders effectively.
- Establish and maintain effective working relationships with coworkers, providers, consumers, family members, and other stakeholders.

- Plan, organize, and coordinate work assignments.

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
Background Screening Requirement
It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
No applicant for a designated position will be employed or permitted to volunteer until the Level 2 screening results are received, reviewed, and approved by the Agency.
Level 2 background screening shall include, but not be limited to, fingerprinting for Statewide criminal and juvenile records checks through the Florida Department of Law Enforcement and Federal criminal records checks through the Federal Bureau of Investigation and may include local criminal records checks through local law enforcement agencies.
Pursuant to S. 110.1127(1), Florida Statutes, this position requires a background investigation, including fingerprinting.
