The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

 

This position serves as the Deputy Bureau Chief of Recovery and State Disaster Recovery Coordinator (SDRC), which assists the Bureau Chief of Recovery in the administration of state-managed recovery programs. Duties and responsibilities include:

  • Serve as a Point-Of-Contact for disaster recovery preparedness with local, state, and federal partners.
  • Coordinate development, training, and exercise of jurisdiction disaster recovery plans.
  • Establish and maintain contacts and networks for disaster recovery resources and support systems.
  • Promulgate principles and practices that further resiliency and sustainability in development and strategic planning initiatives.
  • Establish and/or lead a statewide structure for managing recovery.
  • Provide support for local and/or Tribal recovery-dedicated organizations initiatives.
  • Communicate the roles and responsibilities of the state to the local governments.
  • Work with Recovery Coordinators and leads at the federal and other levels to facilitate the development of a unified and accessible communication strategy.
  • Support recovery planning processes, which includes individuals with disabilities and others with access issues, seniors and members of underserved communities, to fully engage constituents’ input and result in development of the community’s or Tribe’s recovery visions, priorities, resources, capability and capacity.
  • Ensure inclusiveness in the community recovery process, including persons with disabilities and limited English proficiency.
  • Facilitate communication of recovery priorities for all impacted communities.
  • Communicate statewide recovery priorities to local and federal partners.
  • Encourage incorporation of critical mitigation, resilience, sustainability and accessibility-building measures into the recovery plans and efforts.
  • Coordinate state, local, non-profit, federal, and other funding streams for recovery efforts and communicate issues and solutions to recovery assistance gaps and overlaps.
  • Collaborate with federal and other stakeholders and supporters, such as the business and nonprofit communities, to raise financial support (including long-term capital investment in local businesses) for the community’s or Tribe’s recovery, leverage the resources where possible and resolve potential.

 

In response to emergency events, FDEM employees may be required to work irregular hours, to work more than eight hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description.  Employees must be able to deploy to emergency sites with limited advance notice.

 

 

Knowledge, Skills, and Abilities:

 

  • Knowledge and experience in the FEMA Public Assistance and Individual Assistance Program
  • Knowledge of the National Disaster Recovery Framework (NDRF)
  • Knowledge of the National Incident Management System (NIMS) and Incident Command Structure (ICS)
  • Understanding of Community Development concepts and practices
  • Understanding of Operational Improvement processes and methodologies
  • Strong project management skills
  • Strong organizational and time management skills
  • Exceptional writing, editing, and oral communications skills
  • Ability to understand, interpret, and apply relevant Florida Administrative Code, Florida Statutes, and Code of Federal Regulations, as well as FDEM policies and procedures related to contract/grant development, contract/grant management, and payment processing procedures
  • Ability to develop, maintain, and manage on-going relationships with private sector representatives
  • Ability to coordinate multiple tasks under high stress situations
  • Ability to manage a large team

 

Minimum Qualifications:

 

  • A minimum of four years’ experience dealing with federal and state grant and contract compliance regulations, including familiarity with applicable Florida Statutes, Florida Administrative Code, and Code of Federal Regulations
  • Florida Certified Contract Manager (FCCM) Certification or the ability and willingness to obtain within 12 months of employment
  • Experience using Microsoft Office products (PowerPoint, Excel and Word), and web-based applications
