The Work You Will Do:        

The OPS Employment Program Specialist is a member of the Claims Processing team of the Division of Workforce Services.

 

This is a highly responsible position requiring extensive knowledge of the Reemployment Assistance Law and Department procedures.  The person in this position is responsible for several complex programmatic functions performed within reemployment assistance relating to claimant eligibility and employer chargeability that have statewide applications.  The person in this position may be responsible for processing Florida liable claims, providing claimant instructions and taking necessary actions relative to claims activities as a result of working with the Voice Response system.  Professional work requiring not only extensive knowledge of the Reemployment Assistance Law, regulations, policies and procedures, but also the ability to plan, organize and coordinate work assignments, and work cooperatively with others.

Your Specific Responsibilities:

This is a highly responsible position requiring the incumbent to be thoroughly familiar with the eligibility, disqualification, and experience rating provisions of the Florida Reemployment Assistance Law (Chapter 443, Florida Statutes) and the Florida Reemployment Assistance Rules.  The individual holding this position must be able to communicate effectively with members of the public who are currently unemployed, and their former employers and interpret information gathered from these individuals to apply the law in making initial determinations on claims.  The individual in this position must be able to coordinate a workload of potential issues to ensure federal standards are maintained in making timely determiniations and issuing first payments on claims when appropriate.  This requires sound judgement in applying the law while also serving to protect the Reemployment Assistance Trust Fund from erroneous disbursements.

Identifies potential issues that can affect an individual's entitlement to benefits.  Gathers facts from claimants, employers, and other pertinent or interested parties relating to potential issues and the chargeability of employer accounts for benefit payments on claims.  This may be accomplished telephonically, through written correspondence, or through electronic means via the Internet.  Potential issues that must be resolved prior to the payment of benefits include but are not limited to:  leaves of absence, refusal of work, ability and availability for work, "between terms denial" relating to individuals employed by educational institutions, self-employment, receipt of disqualifying income such as wages in lieu of notice, retirement income, or workers compensation and late reports.  Additionally, closes out previous disqualifications that are preventing payment on a claim, such as 17XWBA, 3XWBA and no longer fully employed decisions. Composes and issues written, unbiased determinations through interaction with the non-monetary determinations mainframe computer program.  Makes an adequate quantity of non-monetary determinations in compliance with performance standards.  Issues written and unbiased determinations relating to the chargeability of employer tax accounts for benefit payments pursuant to the requirements of s.443.131(3), F.S.

 

Ensures that the workload is coordinated in such a manner as to maximize the issuance of first payments when potential issues are detected on initial or additional claims.  This is accomplished through tracking the assigned claim load and utilizing the benefit payment system.

 

Answers inquiries from claimants, employers, one-stop career centers, governmental agencies and other interested parties concerning the RA program in accordance with the provisions of s.443.171(7) and 443.1715, F.S.  Inquiries may be in the form or telephone calls and electronic and paper written correspondence.

 

Performs Alien Verification, assists in establishing problem special claims, such as EUC, EB, and DUA.  Assist Wage Determination in establishing claims.  Process Change of Quarter requests initiated by claimant during the change of quarter period.  Verify accuracy and completion and correctness of ARN forms submitted by associates prior to forwarding to BPC ARN unit.

 

Analyzes requests for reconsideration from initial determinations received from claimants and employers or the Office of RA Appeals and the Reemployment Assistance Appeals Commission.  Issues written redeterminations relative to the information submitted.  Enters appeal decisions rendered by the Office of Appeals and the Unemployment Appeals Commission.  Responds to claimant/employer queries concerning appeals decisions.  Ensures that documentation of claim records is maintained and available to the Office of RA Appeals for lower level appeals hearings.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.

  • Ability to understand and apply applicable rules, policies and procedures relating to operational and management analysis activities.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
