FDEP’s Division of Water Resource Management is seeking individual(s) to work as an OPS Engineering Specialist (ES) II. The OPS ES II position(s) will be a part-time temporary position(s) working no more than 28 hours per week for the period September 1, 2020 to March 31, 2021, with the possible option to extend until June 30, 2021, depending upon funding and performance.


Multiple OPS positions may be filled through this advertisement for ES II level work supporting enhanced data accountability and transparency through timely and accurate data entry, preparation of inspection reports, technical review and analysis, data compilation, performance of quality assurance (QA), database updates, and other tasks that directly support essential programs including but not limited to Wastewater Management; Engineering, Hydrology, and Geology; Water Compliance and Enforcement; NDPES Stormwater;  GIS; and Drinking Water. OPS position(s) will be assigned to the Division of Water Resource Management’s Tallahassee headquarters office. 


Typical Duties and Responsibilities – One or more of these duties will be performed by this position

  • Perform technical review and compile technical data into professional reports.
  • Review engineering plans and specifications for conformance with state and federal regulations.
  • Inspect project sites to monitor progress and ensure conformance with regulations, permit requirements, and safety and/or sanitation standards.
  • Prepare detailed and complex inspection reports.
  • Evaluate current rules, policies and Manuals and recommend modifications as needed.
  • Assist with rulemaking and policy-making activities.
  • With supervision, provide rule interpretations and assist in working with the U.S. EPA to assure consistency with federal rules and policies.
  • Develop and/or implement management plans, programs and grants for public lands and environmental resources.
  • Review permit applications; identify environmental impacts associated with proposed activities; assist in the resolution of environmental issues; draft proposed agency action.
  • Initiate enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents.
  • Assist with the development of training materials and deliver training programs virtually and in person.
  • Assist the department in meetings and negotiations with other state agencies, federal agencies, the Governor's Office, the State Clearinghouse, and other parties to resolve the departmental concerns with proposed activities, projects, and plans.
  • Conduct water quality monitoring.
  • Perform related work as required.

Valid Driver’s license.
