OPS ENVIRONMENTAL SPECIALIST III (37950296) 

 

CLEAN WATER STATE REVOLVING FUND PROGRAM

DIVISION OF WATER RESTORATION ASSISTANCE

 

This environmental position involves project management work and providing support for the Clean Water State Revolving Fund project managers to assure compliance with Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532 F.S., and the Small Community Wastewater Grants program authorized under Chapter

403.1835 F.S. This is advanced-level work where the employee performs and is responsible for the completion of clean water project management tasks under limited supervision. The work requires applying scientific understanding to analyze problems of a specialized nature in a wide range of applications. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation.

 

Reviews and/or assists in the review of planning documents for the State Revolving Fund program, including capital finance plans, public participation documentation, and user charges for and prepares and publishes environmental information documents in compliance with Chapters 62-503, 62-505, and 62-552, F.A.C. Reviews and/or assists in the review of plans and specifications and their conformity with facilities planning documentation. This review includes conformity of bidding information with plans and specifications. Manages and/or assists in the management of the construction phase of the projects. Responsibilities include reviews of disbursement

requests, reviews of change orders, and ensuring that interim and final construction inspections

are conducted in accordance with the accepted plans and specifications. Assists field inspectors with document filing and tracking related to compliance with federal requirements for construction projects, including Buy American Building America (BABA), American Iron & Steel (AIS), and the Davis Bacon Act. Reviews and/or assists in the review of asset management plans. Coordinates with consulting engineers, local, state, and federal agencies, and citizens on specific Clean Water State Revolving Fund (CWSRF) projects and regarding compliance with CWSRF rules and requirements. Interprets Florida Administrative Code, Florida Statutes, Code of Federal Regulations, and other state and federal laws and rules related to the State Revolving Fund (SRF).

Assist with the Clean Watershed Needs Survey.

 

Performs other duties as assigned.

 

 

Required Knowledge, Skills, and Abilities: 

Knowledge of:

  • environmental problems and mitigation thereof

  • Microsoft Office applications, particularly Word and Excel.

Minimum Qualifications:

  • Valid driver’s license.
  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

 

 

Applicable Job-Specific License or Certifications:

  • Obtain and maintain a valid and active Florida Certified Contract Manager certification within 1 year of hire.

 

 

Preferred Qualifications:

  • Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management.         
  • Knowledge of wastewater and stormwater treatment practices.
  • Experience in managing state agreements and contracts and the state procurement process.
  • Has an active and valid Florida Certified Contract Manager (FCCM) status.
  • Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
  • Excellent communication and people skills.
  • Excellent organization and time management skills. 

 

 

Pay:

$25.00 per hour
