Minimum Qualifications:
Eight years of professional experience in a closely-related biological field or laboratory program.

A degree from an accredited college or university with major course of study in life or physical science may substitute for the required experience as follows:

  • Bachelor's degree and four years of professional biological experience in a field or laboratory program; or
  • A Master of Science degree and two years of professional experience in a field or laboratory program; or
  • A doctorate and one year of professional experience in a field or laboratory program.

 

Preferred Qualifications:

Preference may be given to candidates with the following qualifications:

  • Skilled in GIS.
  • Supervisory experience.

 

Requirements:

  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. 
  • Must possess and maintain a valid driver’s license
  • Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Time, Monday through Friday. Not eligible for Telework.
  • Must be willing and able to travel and work some overtime hours including occasional weekends, and weeknights
  • Computer proficiency to include Microsoft Excel, PowerPoint, Word, Outlook and SharePoint.

Position Overview and Responsibilities:

  • This position coordinates activities between projects and serves as a liaison between DMFM to other parts of the agency to ensure smooth collaboration between projects and other federally funded initiatives.
  • Courteously assists Commission constituents to resolve questions or problems and matters relating to the Commission or fish and wildlife conservation. Seeks to garner public support for agency objectives and programs by serving Florida's citizens in a positive and proactive manner.
  • Manages multiple contracts with local coastal governments, select 501(c)(3) non-profit corporations and state universities.
  • Develops and maintains effective working relationships with other state and federal agency managers and regulatory staff.
  • Assists in the development and monitoring of project work plans and budgets.
  • Responsible for the timely and accurate processing and/or approval of vendor invoices and warrants for payment of goods received or services rendered.
  • Responsible for adhering to the provisions and requirements for Section 215.422.F.S., related State Comptroller's rules and Florida Fish and Wildlife Conservation invoice processing and warrant distribution procedures.
  • Oversee the initial set up of cost sheets to ensure they are done correctly for each grant.
  • Maintain spreadsheets to track due dates for each grant including billing frequency, interim reports, final reports and closeout.
  • Submit federal reports within the appropriate time frame.
  • Responsible for preparing and researching grant and revenue reports as requested by management.
  • File all documentation pertaining to grants, contracts or revenue agreements in a well-organized manner.
  • Maintain electronic grant files.
  • Maintain an open communication line with the program staff to ensure files contain original awards and all amendments.
  • Create and maintain an updated Grants/Contracts desk procedure and make suggestions for improvements as they arise.
  • Data pulls, data requests, data cleanup and data validation.
  • Other office duties as requested.

 

Knowledge, Skills and Abilities:

  • Knowledge of general biological principles and knowledge of marine fisheries management issues and topics;
  • Knowledge of habitat conservation and management approaches is essential.
  • Ability to review and interpret fisheries regulations;
  • Excellent verbal and writing skills as well as critical thinking skills including ability to write descriptively and concisely;
  • Ability to synthesize highly technical information for public dissemination;
  • Ability to understand, evaluate, analyze and organize marine resource (especially fisheries) information into a logical format for presentation in reports, documents and other written materials and for a variety of audiences;
  • Ability to use good judgment in decision-making and planning;
  • Ability to plan, organize, coordinate and complete work assignments;
  • Ability to conduct fact finding research and utilize problem solving techniques;
  • Ability to design and accomplish projects within the framework of the larger strategic vision.
  • Analytical skills for managing, analyzing, and summarizing large datasets.
  • Ability to think strategically and apply strategy to achieve long-term and complex goals.
  • Ability to think independently and imaginatively.
  • Ability to communicate with a wide variety of audiences, including commercial harvesters, anglers, boaters, stakeholders, scientists, and managers.
