The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

 

This position serves as an OPS Facilities Support Technician within the Logistics Section of the Bureau of Response, serving as one of the individuals responsible for ensuring the readiness of FDEM’s facilities. Duties include, but are not limited to:

  • Manage FDEM’s Logistics (Fleet and Facilities) Help Desk ticketing system (DEMES) as well as the DMS REDM One Work Order System.
  • Process invoices, maintain backup documentation, and prepare for submittal to the Bureau of Financial Management for payment.
  • Oversee and manage the security guard contract to ensure that deliverables are met in accordance with the contract to include proper coverage of the SEOC and hours are logged appropriately. 
  • Perform general maintenance on furniture, the SEOC, and renovations, as needed. 
  • Assist with the day-to-day operations of the Tallahassee warehouse as required. This may include but is not limited to receiving resources, shipping resources, submitting requisitions, conducting inventory, and maintaining a clean/safe warehouse environment.
  • Assist with the operation of FDEM’s mail program as required. This may include but is not limited to receiving incoming mail, preparing outgoing mail, conducting daily courier service in the absence of the mail clerk, and becoming proficient in the operation of all mail room equipment.
  • Maintain the security of SEOC as required, such as conducting routine inspections of equipment and systems, processing internal and external requests for routine building maintenance/repair, managing projects including building renovations and upgrades. 
  • Assist with the management of FDEM vehicles, trailers, and all support equipment assigned to the FDEM Fleet including conducting routine inspections on FDEM vehicles and other resources, transporting vehicles/trailers for routine maintenance or repair, assisting the Fleet Manager with administrative tasks as required, and become familiar with procedures for staff use of state vehicles, and other related resources.
  • Perform other duties as assigned.

 

In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.

 

Knowledge, Skills, and Abilities:

  • Ability to remain flexible, problem-solve, exercise independent judgment, and work independently.
  • Ability to proficiently use Microsoft Office Suite (i.e., Excel, Word, PowerPoint, Outlook, etc.) graphics, database management, and internet research using the proper technological tools.
  • Ability to communicate information in a clear & concise manner, both orally and in writing.
  • Ability to follow instructions.
  • Ability to manage and organize stock and inventory storerooms.
  • Ability to operate and use a manual pallet jack and hand dolly.
  • Ability to travel and work irregular hours including nights, weekends, and holidays in response to emergency events.
  • Ability to lift objects weighing at least 50 lbs.

 

Minimum Qualifications:

  • A valid driver's license.
  • Ability to lift up to 50 lbs. unassisted.
