SPECIAL NOTES:

The Office of Financial Regulation (OFR) is responsible for licensing, chartering, examining, and regulating depository and non-depository financial institutions and financial service companies, including state-chartered banks, credit unions, trust companies, loan originators, mortgage lenders, securities dealers, investment advisors, consumer collection agencies and money transmitters throughout the state of Florida.

 

The OFR operates from five (5) different office facilities throughout the state of Florida, including Tallahassee (Headquarters), Miami, Orlando, Tampa, and West Palm Beach. The OFR may consider any of these office locations as the primary reporting office location.

Requirement:

Four (4) years of professional examination and/or regulatory work experience relating to financial institutions, financial services companies, insurance companies, securities dealers or investment advisers, mortgage brokers or lenders, or money services businesses is required. A bachelor’s degree from an accredited college or university may substitute the required experience.

 

Preferences:

  • A Bachelor’s Degree from an accredited college or university with major course of study in accounting, finance, economics, business, insurance, or risk management.
  • Ten (10) or more years of professional experience in accounting, examining, investigating, analyzing or auditing financial data within the banking, insurance, consumer finance lending and money service businesses or with federal, state or local government.
  • Master’s degree from an accredited college or university with a major in finance, business administration, economics, accounting, insurance or risk management or a Certified Fraud Examiner (CFE); Certified Anti-Money Laundering Specialist (CAMS); and/or a Certified Public Accountant (CPA) designation.

 

 

This position requires a security background check, including fingerprint as a condition of employment. 

 

This is a 40-hour a week OPS position.

 

The anticipated annual salary range shall be from $35.00 to $40.00 an hour. The starting salary shall be commensurate with the selected candidate’s competencies and qualifications.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

All applicants seeking employment with the OFR are subject to mandatory background checks conducted through the DFS, Bureau of Human Resource Management in accordance with the requirements of chapter 435, Florida Statutes, and reviews by OFR. Applicants may be disqualified for employment based on the information that may be obtained through research and/or OFR’s review process.

 

No applicant may begin employment until the background screening results are received, reviewed for any disqualifying offenses, and approved by the Agency. Background screening shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.

 

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE,

BRIEF DESCRIPTION OF DUTIES:

This is a highly responsible professional position assisting the Area Financial Manager. Provides technical advice regarding the provisions of Chapters 494, 520, 537, 559, and 560, Florida Statutes and the Office’s Administrative Rules.  Requires extensive knowledge of laws, rules, court cases, other state and federal laws, and industry practices throughout the United States.  Responsible for scheduling, planning, conducting and writing complex examinations and complaint investigations.  Must effectively communicate the progress and results of said examinations and complaint investigations to senior level management.  Acts as the Examiner-in-Charge. Acts as liaison between the Office of Financial Regulation and other agencies in order to successfully prosecute illegal activity as it relates to the above Florida Statutes. 

 

Responds to inquiries and provides technical advice and recommendations to management and the Office’s legal section concerning the final resolution of examinations, complaint investigations, administrative, and civil actions.

 

Conducts training seminars to educate the industry as well as providing technical training to Office of Financial Regulation staff.

 

Assists the Area Financial Manager, Bureau Chief and headquarters staff in the development and implementation of examination procedures and formal and on-the-job training programs covering these areas.

 

Participates in various policy decisions regarding the enforcement of Chapters 494, 516, 520, 537, 559, and 560, Florida Statutes and applicable Administrative Rules.
