MINIMUM REQUIREMENTS:
 

A bachelor’s degree from an accredited college or university and four (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. 

A master’s degree from an accredited college or university can substitute for one year of the required experience.

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Requires possession of a valid Class E driver license.

JOB DUTIES:

The OPS Government Analyst II position is an administrative support role within the Bureau of General Services – Procurement Office’s Contract Administration Team, under the Division of Administration. This position plays a vital role in supporting contract-related activities and delivering high-quality customer service. The successful candidate will contribute to the integrity and efficiency of the department’s procurement and contract processes through documentation, coordination, and communication.

Contract Management and Administration: Review contracts for compliance with policies and procedures. Prepare, redact, and scan contract files into the Administrative Image Management System (AIMS) for publication on the department’s transparency website. Maintain and ensure that contract files and records are correct, complete, and are appropriately redacted prior to scanning into AIMS. Maintain active and inactive contract records in AIMS. Actively track and route contracts for execution in document signing systems. Manages and updates the pending contracts, amendments, and separated manager reporting records/data.
 

Document Management and Tracking: Route contracts for execution via electronic signing systems. Track pending contracts, amendments, and separated manager data.
 

Administrative Support: Provide assistance to the Purchasing Director II – SES / Procurement & Contract Administrator and the Operations & Management Consultant I – SES / Assistant Contract Administrator as necessary, which include review / completion of business process plans and reporting data, greeting visitors, scheduling meetings, preparing correspondence, assist with mail received in the Procurement and Contract Administration Section, and provide customer service by resolving queries over the telephone and email.

Maintain department procurement files to ensure each file is accurately assembled, properly documented, stored in a logical manner, and meets all public record requirements and retention schedules. Maintains current and accurate files of approved requests and issuance, records of authorized personnel, and assists division personnel in proper usage.

Assist in answering and distributing incoming telephone calls received in the Procurement and Contract Administration Section, answers routine inquiries from employees and vendors regarding content of solicitations, requisition, or purchase order information. Assists in conducting vendor or departmental staff training and/or workshops related to public procurement procedures.

Interdepartmental Coordination: Coordinate and provide information to the Office of Policy and Budget, Bureau of Finance and Accounting, and Administration Legal staff for the review and approval of contracts. Monitor contracts routing through CATS and AIMS. Conduct special projects such as written reports and analyzing specific problems and makes recommendations for improvements to business processes or workflow.
 

Perform additional tasks as assigned to support operational needs.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge and experience in Microsoft Office Suite (Word, Excel, and Outlook).
  • Knowledge and experience with spreadsheets, databases, and web-based programs.
  • Skill in completing and maintaining accurate records. 
  • Ability to comprehend and apply applicable rules, regulations, policies and procedures.
  • Ability to plan, organize and coordinate work assignments while meeting deadlines and maintaining scheduled timeframes in a fast-paced environment with competing deadlines.
  • Ability to work independently and apply problem-solving techniques.
  • Ability to maintain confidentiality.
  • Ability to communicate effectively and accurately both verbally and in writing.
  • Ability to coordinate and work well with others to complete assignments and projects.
