POSITION DESCRIPTION: The Bureau is seeking a highly skilled, energetic, organized, and self-motivated individual to join our fast-paced construction team.  The Bureau’s primary customer is the Florida Park Service, recently recognized for the third time as the best state park system in the United States. The Bureau is charged with delivering outstanding facilities and infrastructure for all 175 state parks and state trails.

Success in this position requires a dynamic individual capable of a wide spectrum of tasks ranging from routine project coordination support to project site inspections. This position is responsible for supporting design project managers in their efforts to successfully complete design and permitting services using third party consultants (architects/engineers) on FDEP capital improvement projects.  Tasks may include reviewing construction plans, technical reports, etc. either in-house or on-site; reviewing and processing consultant/contractor pay requests (invoices); ordering/procuring professional services; and/or other project management support tasks as requested. 
This position also is responsible for serving as the Department’s Local Agency Program Coordinator on projects funded through the Florida Department of Transportation.  Tasks may include coordination with FDOT for documentation review and comment and/or other tasks as requested.  Miscellaneous administration duties are also a part of the position scope.

Other frequently exercised tasks include, but are not limited to:

•        Working with consultants and contractors to secure necessary documentation as necessary to facilitate pay requests

•        Assuring necessary agency files are complete

•        Supporting the contracts team in the preparation of solicitation documents, participating in bid openings, and reviewing bid submissions for capital improvement projects

•        Entering data into the Florida Accountability Contract Tracking System (FACTS)

•        Coordinating changes and/or comments with FDOT to bid new projects

•        Compiling data for FDOT audits

•        Organizing and filing digital copies of documents into network project files

•        Maintaining and monitoring the FDOT LAPIT system

•        Uploading key documents for easy access by FDOT auditors

•        Typing, proofreading, and other office management tasks

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR THE POSITION: Knowledge of: administrative principles and practices; office procedures and practices; the methods of data collection; the principles and techniques of effective communication. Ability to: take the lead on assignments and responsibilities; communicate effectively, both verbally and in writing; work well with others and individually; maintain a positive, can-do attitude; produce timely and effective results; provide quality solutions; apply problem solving techniques; document work flow and other activities relating to process improvement; use computer software applications, particularly Microsoft Word, Excel, Outlook; collect, evaluate and analyze data relating to administrative functions such as accounting, personnel, purchasing or report writing; prepare correspondence and administrative reports; understand and apply applicable rules, regulations, policies and procedures; utilize problem-solving techniques; work independently; plan, organize and coordinate work assignments; communicate effectively; establish and maintain effective working relationships with others; overnight travel; maintain a valid driver’s license.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES FOR THE POSITION: Experience with the Florida Department of Transportation Construction Project Administration, and Local Agency Program (LAP) Project Administration experience. Fundamental knowledge and experience with the State of Florida travel, records retention, and procurement rules. Knowledge of state procurement processes, statutes and rules; and the design and construction industries. Knowledge of contracts; and basic contract management and administration processes.
