Position Overview and Responsibilities:
OPS Government Operations Consultant II (37970105)

The Florida Department of Environmental Protection, Division of Recreation and Parks, Bureau of Design and Construction is seeking a highly skilled and self-motivated individual to join our fast-paced, $50 million design and construction team. The Bureau’s primary customer is the Florida Park Service, recognized for the fourth time as the best state park system in the United States. This position will schedule up to 40 hours per week.

Manages the procurement and contracting aspects of design and construction projects. Drafts and prepares complex competitive solicitations (ITBs, RFPs, RFSOQs and ITNs) in accordance with applicable rules, regulations, and statutes for supervisory review. Prepares solicitations for issuance, prepares corresponding letters of interest, Florida DEP, DMS Office of Supplier Diversity and newspaper ads. Schedules and sets-up pre-proposal meetings as necessary for solicitations, conducts attendee sign-in, distributes relative materials, and leads meetings. Conducts solicitation openings, including but not limited to, opening date stamping, and tabulation of sealed bids/responses to solicitations. Reviews bids/responses received to determine responsiveness to solicitation. Provides necessary forms and guidance for the solicitation review committee. Reviews committee recommendations and posts results. Responsible for the preparation of single source requests which includes review of justification. Responsible for making viable recommendations to supervisor regarding bid awards, process improvement, and other assigned tasks.

Drafts and prepares contract documents and related correspondence in accordance with applicable rules, regulations, and statutes. Reviews appropriate checklist to determine vendor/recipient. Notifies potential contractors and Department personnel of the need for justification or revision of questionable data.

Assists department personnel/contractors in the resolution of contractors’ problems.  Provides guidance to interested parties on Department procurement procedures.

Reviews formal bid submittals and requests for insurance certificates and develops Purchase Requisitions/Direct Orders.

Drafts Memorandum of Agreements (MOA) for local and other governmental agencies for review and approval, issues approved MOA’s accordingly, and maintain files.

Performs other duties as assigned.
