Position Overview and Responsibilities:
This position assists in the implementation and management of federal and state grant agreements that support the installation, operation, and maintenance of vessel pumpout facilities throughout Florida under the Clean Vessel Act Grant Program within the Office of Resilience and Coastal Protection.
The position supports the Clean Boating Programs in managing pumpout projects and ensuring compliance with grant requirements and reporting obligations. The selected candidate will work closely with program staff, fiscal staff, and external partners to support project implementation, monitor program activities, and ensure compliance with applicable state and federal regulations. The position will assist in implementing approved program strategies to achieve federal and state program goals and objectives.
This position will be responsible for, but not limited to, the following:
- Developing, reviewing, and managing Clean Vessel Act (CVA) grant agreements, amendments, and related documentation for pumpout and dump station projects across Florida
- Monitoring assigned CVA projects to ensure compliance with federal and state regulations, grant requirements, and approved budgets
- Conducting technical reviews of grant applications, agreements, and supporting documentation to ensure program eligibility and alignment with funding criteria
- Monitoring project implementation activities—including installation, operation, maintenance, and repair of pumpout facilities funded under the CVA Program
- Reviewing reimbursement requests and supporting financial documentation to confirm cost eligibility and consistency with approved budgets
- Conducting desk audits and compliance reviews of grant recipients and preparing reports of findings and corrective actions
- Maintaining organized grant files, project documentation, and records in accordance with state record‑retention requirements
- Providing technical assistance to applicants and grantees regarding program requirements, project implementation, and reporting obligations
- Participating in meetings, conference calls, and coordination activities with program staff, fiscal staff, and external partners
- Performing additional duties as required to support the Clean Boating Programs and the CVA Grant Program
This position plays a vital role in ensuring that Clean Vessel Act funding is administered responsibly and supports Florida’s efforts to protect water quality and marine resources.
Required Knowledge, Skills, and Abilities:
- Knowledge of grant administration, contract management, or project management principles.
- Ability to analyze information and apply effective problem-solving techniques.
- Ability to plan, organize, and coordinate work assignments efficiently.
- Ability to prepare clear and accurate reports, correspondence, and program documentation.
- Ability to communicate effectively both verbally and in writing.
- Ability to establish and maintain effective working relationships with program staff, grantees, and external partners.
- Ability to work independently with minimal supervision.
- Skill in the use of personal computers and standard office software.
- Skill in using Microsoft Office applications, including Excel, Word, and Outlook, to prepare reports, analyze information, and manage documentation.
- Skill in using Adobe Acrobat or similar software to review and manage electronic documents.
Minimum Qualifications:
- At least three (3) years of related experience in grant administration, contract management, financial monitoring, or project management. Post-secondary degrees from an accredited college or university may substitute for the required years of experience on a year-for-year basis.
- A valid driver license.
Applicable Job-Specific License or Certifications:
Florida Certified Contract Manager (FCCM) certification in accordance with Chapter 287.057, Florida Statutes, is required or must be obtained within 6 months of employment.
Preferred Qualifications:
- Experience administering federal or state grants.
- Experience reviewing financial documentation and reimbursement requests.
- Experience working with environmental or natural resource programs.
- Experience using database systems or grant management systems, Excel, Salesforce,
