Your Specific Responsibilities: 

Information Technology Finance & Vendor Management

  • Serves as the administrator over the Software Asset Management (SAM) system for the Division of Information Systems and Service Support (IS&SS)
    • Catalog all program-specific and agency-wide purchases where IT assets are purchased through available procurement avenues, to include (but is not limited to) MyFloridaMarketPlace (MFMP) and the State’s purchasing card (P-card) system (WORKS).
    • Track, manage, and optimize software assets throughout their lifecycle, including purchasing, deployment, maintenance, and disposal.
    • Analyze SAM to correct anomalies to include (but not limited to): issues detected from data entry; reporting inaccuracies.
    • Evaluate and Identify areas for continuous improvement over the SAM for efficiency and effectiveness of use by both programs and agency personnel.
    • Develop new and/or refine establish policies, procedures, practices, and methods supporting appropriate use of the SAM
    • Understand ServiceNow's SAM module, license types, software models, discovery processes, and compliance regulations.
    • Exercise an understanding of software models, their purpose in representing software products, and how they relate to software installations. 
  • Collaborate with Division staff IT Operations, IT Strategic Business Support, RA-IT Application Development, and other IT staff to address matters that affect the SAM and/or program use of it, including (but not limited to): business technology needs, issues with customer service, improvement of practices, management & monitoring of assets within SAM, etc.
  • Collaborate with agency personnel and Program Areas to assess and address opportunity areas, such as process improvement and automation.
  • Lead and coordinate IT and customer meetings for new and/or recurring purchase of software assets for accurate records within the SAM.
  • Report relevant assets housed within SAM to requesting program area staff and/or agency staff and provide simple explanation for clear understanding of reported information.
  • Assist in establishing IT long range objectives and specifying strategies and actions to achieve these objectives.
  • Participate in strategic planning for IT projects and initiative

Additional duties may include:

  • Assist in reporting team progress to leadership through regular status updates and maintaining all required documentation for visibility with team efforts.
  • Manage multiple tasks, activities, and/or projects to ensure they are effectively tracked, follows Department documentation standards, and remains on schedule, within scope, and within budget.
  • Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Strong ability to effectively communicate, both verbal and written, technical and non-technical information to a wide range of audiences.
  • Strong understanding of information systems, business processes, the key drivers and measures of success for the business, and the short and long-term direction of the business and technology
  • Proficiency in using ServiceNow's interface, data analysis, problem-solving, and communication.
  • Ability to streamline SAM processes, automate tasks, and improve the overall efficiency of software asset management. 
  • Ability to ensure compliance with relevant industry regulations and standards, including software licensing agreements, and other relevant policies.
  • Ability to facilitate group discussions/meetings to achieve objectives.
  • Ability to proactively identify problems and generate solutions.
  • Ability to develop and revise policies, procedures, methods, or standards.
  • Ability to direct and coordinate activities of workers or staff.
  • Ability to work independently.
  • Ability to plan and organize work and meet deadlines.
  • Ability to prepare reports for management.
  • Knowledge of Enterprise Information Technology environments.
  • Highly skilled in customer service practices and techniques.
  • Highly skilled in Microsoft Office Suite, including Word, Excel, PowerPoint, and Project.       

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

Preferred:

  • An educational degree or certification in a closely related field may be substituted for one (1) year of the above experience requirements.
  • At least two (2) years of professional clerical records management or administrative experience.
  • Demonstrated experience with ServiceNow.
  • Demonstrated experience with Software Asset Management systems.
  • Preference will be given to candidates that live in Tallahassee, FL or in the vicinity of Tallahassee.

The Work You Will Do:

This is a full time (40 hours per week) Other Personal Services (OPS) position that is responsible for the management and oversight to the Department’s software asset management (SAM) system, which tracks all Information Technology (IT) assets (i.e. software, license, subscriptions, equipment, etc.) that supports the Department’s operation for both individual programs and enterprise-level operation. This is a highly responsible position that ensures IT assets are appropriately reviewed and considered for renewal to ensure a continuation in service supporting the receiving program(s) and avoid a break in service. This work includes engaging with program staff to determine if IT asset is required for continued operation, identifying staff members that utilize said IT asset, and assist program staff requesting specific IT assets by researching existing resources for program use.
