The Work You Will Do:

  • The OPS Government Operations Consultant II (OPS GOC II), is located in FloridaCommerce, Office of Long-Term Resiliency. 

 

  • This Housing Team includes Housing Operations, specifically in establishing eligibility, managing construction, Quality Assurance/Quality Control (QA/QC), Contract Management, Appeals, Temporary Housing Assistance Benefit Management, Closeout and other related duties. The OPS GOC II position is responsible for supporting the Construction Lead’s efforts in managing all aspects of construction processes, to include review and approval of documents such as task assignments, costs of repair, inspection reports, and construction change orders for the Housing Repair and Replacement Program.

 

  • Contract Management duties include but are not limited to: Processing contractor invoices for accuracy, allowability, and approval. Ensuring contractors have sufficient funding availability within the current contract to maintain operations. Tracking total obligation of funds by contractor under the CDBG-DR program and de-obligating funds, when necessary.

 

  • The Housing Specialist will provide support to the Housing Manager by conducting eligibility reviews, in accordance with the State’s approved Action Plan, in order to determine applicant eligibility for the CDBG-DR program. At the close of the program, the Housing Specialist will perform a comprehensive review to ensure the State has maintained all relevant project documents to maintain compliance with federal recordkeeping requirements.

THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING:

 

The Housing Specialist is responsible for supporting the Housing Program’s efforts in managing construction, assisting in eligibility determinations, overseeing project awards, contractor evaluation, and being familiar with the general policies and guidelines of the Housing Repair and Replacement Program.

 

  • Supporting Housing management by assuming a variety of different tasks within the eligibility determination team, construction management, contract management, appeals review, and Temporary Housing Assistance Benefit management teams.
  • Supporting oversight of the award process of construction projects to vendors.
  • Supporting efforts to determine eligibility of CDBG-DR applicants.
  • Supporting management of the construction change control process.
  • Contract management/Liaison
  • Preventing Duplication of Benefits as required by the Robert T. Stafford Act (1988)
  • Supporting management of the payment processing for all vendor payments.
  • Performs other duties as assigned.

 THIS POSITION HAS THE FOLLOWING MINIMUM JOB-RELATED REQUIREMENTS

 

  • Must be knowledgeable of HUD CDBG-DR law and rules, or relevant federal regulations.
  • Knowledge/experience in construction processes
  • Must be able to demonstrate a high level of proficiency with computer software and applications such as Excel, Word, Smartsheet, Outlook, and previous experience operating within a System of Record (SOR).
  • Must have the ability to demonstrate effective verbal and written communication.
  • Must have the ability to evaluate procedural issues; review and prepare decisions.
  • Must be able to thrive in a fast-paced work environment, while working independently as a team member.
  • Applicant must have the ability to compile data from a variety of sources and present it in a logical manner.
  • Possible overnight travel for a minimal or extended period of time.
  • Working knowledge of computer software including, word processing, spreadsheets and email systems.
  • Ability to work independently and as a member of a team.


Preferred - Computer proficiency, knowledge or experience in federal programs and housing programs.

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
